| Title: | TA on quality improvement of TB laboratory services |

| Terms of Reference: | The national DRS in Armenia, conducted in 2007, showed the MDR frequency of 9,4 among new TB cases and 43% among previously treated patients. High MDR rates are the major challenge for the Armenian NTP, therefore the availability laboratory services with ensured quality is one of the priories for MDR TB program.
Assessment of TB laboratory network, conducted by WHO as well as GLC monitoring mission identified the need for further strengthening of TB laboratory network and implementation of standardized methods for quality assurance. Standardized checklist for regular supervisory visits to microscopy labs was recommended by WHO consultant. The NRL has successfully passed the external Quality Assessment (EQA), organized by SNL in Borstel. However, in order to optimize the routine daily performance, besides the EQA, the laboratory should implement activities for regular internal quality control. (IQC)
The proposed technical assistance will further support the NTP efforts for continuous quality improvement of TB lab services
Proposed ToR for this mission are:
1. To review the current policies and practices for quality assurance of lab services for smear microscopy; culture and DST
2. Conduct training in quality assurance of culture examinations and DST on liquid and slid media
3. Provide practical recommendations for introducing methods for IQC for culture and DST laboratory
Deliverables:
1. Analysis of the results from implementation of the current system for quality assurance with recommendations for further quality improvement
2. Practical guidelines for implementation of IQC for culture and DST
3. Checklists for culture laboratories
4. Mission report
