| Comments: | Owed to severed (financial) resource constraints, challenging dynamics of TB epidemiology, new (lab) TB technologies and need for more effective integration of TB Control in primary health care, the importance of efficient strategic planning, programming and possible re-programming of TB Control activities has increased. This meeting aimed at assisting country participants in further improving their knowledge and skill regarding strategic TB Control planning. Besides, the translation of ambitious but realistic planning into sustainable implementation through relevant planning of technical assistance/support was also a focus of the meeting. The practical approach to lung health (PAL), as a subcomponent of the WHO Stop TB Strategy, was also presented and discussed as one means of contributing to increase TB case detection. The 4-day meeting was organized as a combination of lectures, group work sessions and country presentations, also supported by WHO STB HQ and CO colleagues.
Main conclusions:
1) Feedback and discussions confirmed high need for continued guidance on TB strategic and technical assistance planning, especially regarding adequate gap analyses as a basis for the plans, the resulting correct formulation of goals and SMART objectives and the appropriate choice and consistent linkage of plan elements (core, M&E, budget, operational and technical assistance/support plan). 2) Country participants benefitted from clear orientation towards the importance of national strategic plans being the key governing framework for country specific TB Control activities, independently from external donors (e.g. GFATM), while, at the same time, recognizing their importance. Emphasis was also put on considering need for cost-effective resource (re)-allocation, related partner mapping and involvement to avoid duplications and overlap and synergies with general health sector plans/reforms in the country.
