Title:Technical review of the National MDR TB action plan

Terms of Reference:BACKGROUND
For better implementation of new Health Development Programme Den Sooluk and State Tuberculosis Programme IV for years 2012-2016 in complicated economic and political situation were developed and adopted by the Government. The main goal of the Den Sooluk Programme is to improve the health status of the population through the creation of a responsive, efficient and integrated system of individual and public health services delivery. In the area of TB control the strategy emphasizes the need of further integration of TB control at primary health care (PHC) level, consolidation of TB control in the penitentiary system and expansion of detection and treatment of MDR TB.
Tuberculosis remains a major health problem in Kyrgyzstan and TB epidemic and the number of detected MDR TB cases is growing. Kyrgyzstan is among the 27 high multidrug –resistant (MDR) TB burden countries in the world. Adherence to MDR TB treatment is a challenge and monitoring and evaluation of DR TB cases needs to be improved.

OBJECTIVE
For better implementation of new Health Development Programme Den Sooluk and State Tuberculosis Programme IV for years 2012-2016 TA required to revise MDR TB action plan in the alignment with the Consolidated action plan to combat M/XDR-TB in the WHO European Region to ensure effective and qualitative MDR TB prevention, diagnosis, treatment and care.

SPECIAL TASKS
(i) to provide technical assistance in revision of national MDR TB action plan in the alignment with the Consolidated action plan to combat M/XDR-TB in the WHO European Region.
(ii) (ii) to facilitate national workshop for revision of MDR TB action plan, possible dates 27 – 30 August 2012

RESPONSIBILITIES OF THE CONTRACTOR AND EXPECTED OUTPUTS

1. To review respective normative documents. The Contractor will be responsible for revision respective documents related to MDR TB (programs, guidelines, protocols, reports etc). Materials to be reviewed must be available to consultant at least 15 days prior to the country visit.

2. To provide technical assistance in revision MDR TB action plan. The Contractor will be responsible for revision MDR TB action plan. The Plan should be very concrete and specific with clear goals and targets, all interventions should have activities, timeline, measurable indicators, responsible persons/organizations for implementing activities and funding. The Plan should have the budget table, to describe narrative for specific targets and activities, also indicate what is required, currently financed and percentage of actually needed for financing;

3. To facilitate review national workshop for revision of MDR TB action plan. The Contractor will be responsible to visit Bishkek, Kyrgyzstan and facilitate discussion and consultation with leading technical experts re the current situation, challenges, opportunities and availability of and equal access to MDR TB services.
