| Terms of Reference: | Terms of Reference: The consultants will 1) Conduct a gap analysis of ICT Infrastructure available in Myanmar to determine if electronic R&R is possible and, if so, the scale and system architecture that is optimal for the program. This will include: a. Infrastructure (power, Internet access, telephony) b. Human Resources (number of personnel required, and skill sets) c. Funding
2) Map out the information flow of the current DR-TB R&R system to: a. Determine what needs to be made electronic b. Find gaps in information flow
3) Examine the needs to incorporate the DST data from the two laboratories (in Yangon and Mandalay) involved in the EXPAND-TB project into the system to the benefit of the clinicians and the health surveillance authorities

Your proposal should include the following: 1) proof of expertise, capacity and experience in making similar assessments 2) proof of past implementation of an electronic system for TB in a low-resource setting preferably using an open source solution 3) a statement of your capacity to undertake phase 2 if necessary 4) CVs of the proposed consultants 5) work references (individuals or publications) 6) your costs for the assessment, fully itemized (salary, travel, per diem, etc.) 7) confirmation of your availability for the assessment mission in second quarter of 2011
Experience in the management of an MDR-TB programme and laboratory information systems will be considered a definite asset.
