| Terms of Reference: | Terms of Reference: The contracted expert will 1) Conduct a gap analysis of ICT Infrastructure available in Democratic Republic of Congo to determine if electronic R&R for MDR-TB is feasible and, if so, the scale and system architecture that is optimal for the program. This will include: a. Infrastructure (power, Internet access, telephony) b. Human Resources (number of personnel required, and skill sets) c. Funding
2) Map out the information flow of the current DR-TB R&R system to: a. Determine what needs to be made electronic b. Find gaps in information flow
3) Provide recommendations on how to cover the gap and develop a plan (costed) for the implementation of a DR-TB R&R solution.

Your proposal:
If you are interested in participating in this bidding process, please send your proposal (in French) by 24 March 2011 to falzond@who.int. Your proposal should include the following: 1) proof of expertise, capacity and experience in making similar assessments 2) proof of past implementation of an electronic system for TB in a low-resource setting preferably using an open source solution 3) a statement of your capacity to undertake phase 2 if necessary 4) CVs of the proposed consultants 5) work references (individuals or publications) 6) your costs for the assessment, fully itemised (salary, travel, per diem, etc.) 7) confirmation of your availability for the assessment mission in second quarter of 2011
Experience in the management of an MDR-TB programme will be considered a definite asset. Staff assigned to the project should be fluent in French and English (good French writing skills). The language used during the mission will be French.
