Purpose of the review
To generate information that will facilitate the development of the successor NTP Strategic Plan.
General objective
To conduct a comprehensive analysis of the TB situation and control efforts in relation to the current NTP Five Year Development Plan and make recommendations for strengthening TB control services in Malawi.
Specific objectives:
• To review the epidemiology of TB, including assessment of trends of burden of disease, and predictions of incidence and mortality based on different models of programme efficiency and impact of HIV.
• To review the NTP structure, processes and outcome of current TB control activities.
• To review the current structure of health service management and financing, and potential changes over the next five years that may affect NTP performance.
• To make specific recommendations for improvement of TB control services.
• To evaluate the weaknesses and strengths of the general management of TB program, looking at the following components:
• Implementation of priority actions to improve the performance indicators of the NTP, namely the institutional and Community DOTS expansion.
• MDR-TB case management,
• Anti TB drug supply chain management
• Laboratory management
• Implementation of TB/HIV collaborative activities
• Capability to use the funds allocated for TB, from the various sources of funding.
• Effectiveness of the coordination mechanism of partners involved in TB control
• Coordination and collaboration with other disease control programmes such as EPI, HIV/AIDS
• Role of other treatment/diagnostic providers
• Advocacy, communication and social mobilization activities
• Research
