An experienced epidemiologist with expertise and experience in TB prevalence survey is sought to work with the national survey coordinator in Ethiopia and also to work with the secretariat of the Global Task Force on TB Impact Measurement. The secretariat is based in the TB monitoring and evaluation (TME) team of the WHO's Stop TB Department (STB). The profile of the consultant, the tasks to be undertaken in Ethiopia and Geneva and the budget available are explained below. The work can be undertaken in Addis Ababa and Geneva, or wherever the consultant is based provided that good communication via email and telephone is possible. The work needs to be done during the period April to 20 November 2011.
Profile sought
A highly-qualified and experienced epidemiologist with expertise and experience in TB prevalence survey management and a good understanding of and strong interest working in field conditions in Ethiopia. Applicant should have good knowledge of TB survey/Surveillance data management, Chest Radiography and TB Laboratory in order to provide comprehensive support to the survey coordinator. Experience of working in Africa and capacity for team work and team building are desirable. In addition participation in one of following courses/workshops, previously arranged by WHO would be an advantage: (1) WHO Global Task Force on TB Impact Measurement, March 2010, Geneva; (2) National TB Survey Preparatory Workshop, 2008-09, Geneva; (3) Prevalence Survey African Regional Meeting, WHO Global Task Force on TB Impact Measurement, October 2010, Addis Ababa; (4) Seminar, TB prevalence survey, Berlin, October 2010; and also an equivalent post graduate course or workshop organized by KNCV or RIT.
Background
Ethiopia has been carrying out the field data collection for the first ever national TB prevalence survey since October 2010, and WHO and the Global Task Force on TB Impact Measurement in collaboration with the NTP Cambodia have been providing technical assistance to Ethiopia.
WHO is seeking a consultant to support and monitor the survey operation in the final trimester (post Easter break) and post survey period. The survey field operation will be completed around the end of June 2011.
Interested individuals should send their CV and a short (no more than 1 page) explanation of why they would like to conduct this consultancy and why their qualifications/experience are suitable for the work, along with a short proposal (no more than 3-4 pages) about how they would undertake the tasks defined below, how many days of work they would propose and the fee they would require to carry out the work to Dr Ikushi Onozaki (onozakii@who.int) with cc to Victoria Birungi (birungiv@who.int) no later than 10 April 2011.
Description of work under this agreement:
• To discuss the status of Global Fund TB Grant Ethiopia Round 6 and Italian grant with Ethiopian NTP and WHO Country Office to fund the National TB Prevalence Survey • To assist the survey coordinator and the principal investigator to monitor the progress of survey implementation • To follow-up the findings of the mid-term review • To assist the survey teams to carry out field operations • To monitor the activities at central level (laboratory, central X-Ray reading) • To provide support in data management and data analysis • To assist the survey coordinator and the principal investigator to draft a survey report. • To report to STB/TME WHO.
The activities include on distance job (preparation of field travel, report drafting) and missions to Ethiopia (3 missions, 8-10 days each). The tentative dates of the missions are as follows:
1. Early May (10 days) 2. Around the end of Survey Field Operation, the end of June or July (10 days) 3. September or October after the confirmation of the lab results.
On distance job will be carried out in the week before and/or the week after the mission to Ethiopia.
Terms of payment
Travel will be arranged and paid by WHO separately (economical and direct route of Air-fare in economy class and per diem for three 8-10 days travels from home to Addis Ababa).
In line with WHO norms, 25% of the mutually-agreed total payment will be paid on signature. The balance will be paid upon completion of all deliverables and submission of a financial report.
For those with an employer (as opposed to, for example, an individual and independent consultant), written confirmation will be needed from the employer confirming that the person can accept the work and be paid for it in his/her individual capacity.
