Title:Extensive Review to TB Prevention and Control in Armenia
Type:Mission
Terms of Reference:-To document the progress and shortcomings in TB prevention, control and care in comparing to the extensive programme review conducted in 2005,
-To assess legislative and structural barriers in health system for effective response to TB epidemic, including TB/HIV,
-To assess role of social determinants of TB (drug dependence, HIV/AIDS, stigma, social exclusion, etc.) and response of the health system to them,
-To visit TB and related health facilities including laboratories and report on quality of services,
-To analyse epidemiological data, accuracy of recording and reporting and TB monitoring system,
-To assess the links, synergies and opportunities for TB control in relation to health system strengthening and other disease specific interventions, including management of TB/HIV
-To assess role and involvement of civil society,
-To assess partnership, coordination and collaboration on TB control with national and international stakeholders including Ministry of Justice,
-To provide the Ministry of Health with a comprehensive set of recommendations and prioritized action plan to improve TB prevention, control and care in the Republic of Armenia.

Comments:The report is not ready yet. The key recommendations of the mission are the following:

•NTP from office to a programme with a clear mandate, TOR and statute
•NTP structure to be updated and endorsed by the Ministry of Health
•Chief TB doctor to be in the NTP
•Clear job descriptions of staff
•Embark on performance-based payments
•Financial mechanism to be revised
•Close down the diagnostic department in the hospital
•Bring TB diagnosis closer to patients
-Treatment of SS+ by all registered and trained physicians
-ICF for PLWH in HIV/AIDS centre
•Sputum collections and transport to become regular
•Pilot and introduce Gene-Xpert
•Implement IPT
•Integrate TB and MDR-TB services
•Endorse pre-service curriculum
•Involve CSO further in TB control
•Revise National TB Control Programme and include ACSM, patient-charter and new diagnosis technologies
•Early TB case detection with gene-Xpert pilot
•Infection control with administrative, environmental, respiratory protection measures
•IEC/ patient-charter to be introduced
•Strengthen Continuum of care
•NTP to be involved in all aspects of TB prevention, control and care and not only treatment
