| Terms of Reference: | In response to the need for scaling up the programmatic management of drug resistant tuberculosis in the WHO European Region, the Green Light Committee is establishing a GLC Europe. GLC Europe will function as an advisory committee to WHO Regional Office for Europe, to WHO’s European Member States, donors and partners. The Secretariat of the GLC Europe will be hosted by WHO Regional Office for Europe.
Following the decision of the 20th Stop TB Partnership Coordinating Board meeting on 31 March – 01 April 2011, the Stop TB Partnership and WHO Regional Office for Europe, announce the call for applications of members to serve on the GLC Europe. The selection will be based on technical expertise, working experience and constituency background, details of which are provided below. Applications are being sought to serve on GLC Europe for a term of two years from June 2011 to June 2013. The selection of members will be conducted by a committee convened by the Stop TB Partnership (STP), the TB European Coalition and the World Health Organization. Their choice of members will be reached through consensus. Members are being sought who represent the following essential technical areas and constituencies:
1. Technical areas (focused on drug-resistant TB) • Programmatic Management of drug resistant tuberculosis • Clinical experience with drug resistant tuberculosis (DR – TB) including paediatric and HIV-infected patients • Patient support, nursing care and case holding strategies • Drug management • TB Laboratory • TB Infection control • Epidemiology and surveillance, and information systems • Communication and Advocacy
2. Constituencies
• Technical/implementing agencies and partners • Civil Society Organizations /patient representatives • Private sector health care providers • Academia and research institutions • Bilateral development agencies • Member States health authorities involved in TB prevention and control
3. Experience:
Essential: Minimal five years working with drug resistant tuberculosis at national and/or international levels. Three to five years of practical experience of implementing and/or advising on key areas of drug resistant TB prevention and control particularly in the high TB priority countries in WHO European Region. Experience in managing responses to drug resistant tuberculosis as well as in planning and developing technical assistance on M/XDR TB. Desirable: Experience working with multi and bilateral development agencies active in the health sector.
It is expected that members will cover more than one technical area and constituency.
4: Language: Fluency in English is required. Working knowledge of Russian is an asset.

How to apply for membership of GLC Europe Interested individuals are invited to send their applications to the GLC Europe Secretariat at glc_europe@euro.who.int with a copy to WHO/Europe TB and MDR-TB programme manager Dr Masoud Dara mdd@euro.who.int attaching their CV and a motivation letter expressing their interest and suitability for membership of GLC Europe. Applicants should outline relevant MDR-TB experience in their covering letter and highlight the area(s) of technical expertise and the constituencies that they would like to represent on the GLC Europe. If an applicant is applying to represent a constituency, their application will be strengthened by evidence that they have backing from the respective constituency. Applications should be sent latest by 16 May 2011.
A minimum of two meetings of GLC Europe will be held per year, depending on availability of funds and agenda items. Ad-hoc meetings via telephone /videoconference or in person, will be organized as and when required. As members of this advisory committee, members will not be paid for their committee work. However, where a member may not be remunerated by their institutions for the time spent on the committee activities or are independent agents, the WHO/ Europe Secretariat will explore possibilities of providing an honorarium in recognition of work undertaken for the benefit of Member States, TB affected people and their commitment to GLC Europe.
Members will serve for a term of two years, renewable for a further consecutive term, based on criteria outlined in the standard operating procedures.
