| Terms of Reference: | • Identify barriers to responding to the identified needs/activities stated for TB in AZE BCA 2010-2011
• Assist MOH and NTP in strengthening of HS and capacity building
• Consult with all relevant stakeholders, including non-CCM members, on the status of TB control and on the needs, gaps, and priorities across both government and non-government sector stakeholders referencing any recent country-specific analyses of the strengths, weaknesses, opportunities relevant to NTP, as well as progress of ongoing GF projects
• Produce a draft proposal strategy identifying potential priorities, goals, objectives and SDA’s to be shared with key stakeholders to ensure agreement early and broadly throughout the country on the direction of HSS strengthening.
• Provide assistance to international consult in collecting and analysing epidemiological data, drug resitsnace profile, requested indicators, health system profile and performance indicators
• Provide assistance and facilitation in lease of international consult with different levels of national counterparts

| Comments: | WHO EURO assisted NTP to contract local consultant to provide TA on strengthening HSS Crosscutting issues to support NTP and MoH in strengthening crosscutting HSS. So far the assistance is in the progress.
