Title:To provide technical support in community-based TB activities in Thailand

Terms of Reference:1. To review the GF TB R8 (phase 2) and R10 proposals, budgets, work plans, performance frameworks, and monitoring and evaluation (M&E) plans specifically related to Community TB Care, developed by the PR-Department of Disease Control
2. To review progress to date in development of application for single steam funding (SSF) and make recommendations relevant to Community TB Care as appropriate.
3. To assist PR-Department of Disease Control in preparing all documents required for Community TB Care component of the SSF application (budget, work plan, performance framework, and M&E plan).

Comments:Purpose of mission: strengthening Community TB Care activities funded by the Global Fund.

Outcome:
Community-based activites from Round 8 and 10 were harmonized to combine similar activities within community-based Service Delivery Areas, and avoid fragmentation. This will facilitate monitoring and evaluating NGO contribution to the national TB response. Large number of meetings were reduced to those clearly linked with improved TB service delivery. There was no other major change in the scope of activities or the workplan of NGOs. Performance Framework indicators to track community activities were partially revised to include community referrals for TB diagnosis, and treatment outcomes were disaggregated by type of care provider. A large number of process indicators were shifted to the M&E framework, with more focus on outcome indicators in the Performance Framework.
