Title:National Monitoring and evaluation plan and guidance development facilitation

1. Background
Azerbaijan is implementing two TB grants funded by the Global Fund, by two Principal Recipients: the Ministry of Health (Round 7 grant) and the Ministry of Justice (Round 9 grant).

Collection previous documents, conducting a Monitoring and Evaluation (M&E) System’s Self-Assessment (SS) workshop, use of the Global Fund recommended tool provide both recipients with a solid material for Monitoring and Evaluation plan and guidance development.

The effectiveness of such an event and the quality of the nationally agreed M&E SS action plan implementation will largely depend on the guidance development facilitation. Thus, deploying an expert as a facilitator will ensure objectivity of the discussions and efficient National M&E plan and guidance development.

2. Objective
The objective of the present consultancy is to provide assistance in facilitating and providing technical support to stakeholders to invade the findings highlighted in the National M&ESS Action Plan for the TB program in Azerbaijan (see attached file#1). This consultancy will involve liaising with Global Fund Portofolio Management, Principal Recipients, Local Global Fund Agency, National Tuberculosis Programme and other key stakeholders; and finalization of the National M&E guidance agreed among all stakeholders in the country. An expert will play a significant role in preparation and conducting two training for country M&E team: M&E and RDQA training.
The overall number of work days is estimated at 15 work days (plus 2 days for travel). Additional assignments (if any) need to be completed as per schedule indicated below.

3. Main activities
? Communicate with the country level partners, specifically M&E focal points from the two PR (Ministry of Health and Ministry of Justice) and the M&E TB working group for guidance materials developing and collection.
? Mutually collaborate as a country M&E TB working group member upon guidance preparation;
? Participate in a briefing conference call and organize meetings with the key stakeholders in the country and the GF staff;
? Finalize and/or advise upon changes of the national MESS findings;
? Send final National M&E plan and guidance draft to country partners (M&E TB working group) for validation and PRs’ approval;

4. Required skills and qualifications:
? Previous experience in on successful the M&E plan and guidance development
? Specialist skills with at least 5 years of professional program management experience, preferably in the public health, social or development sectors and in developing countries; sound knowledge of M&E principles and framework, data collection for disease-specific indicators and program issues, essential;
? Good practical experience in training (M&E and RDQA) and event conducting
? Experience in working/interacting with a variety of organizations (government, multi-lateral and/or bi-lateral development agencies, NGOs, private sector);
? Facilitation, negotiation and diplomatic skills, especially with senior officials and in different cultural environments;
? Excellent understanding of, and experience with, Global Fund architecture, program implementation and related challenges;
? Adaptability and flexibility in working in a complex and dynamic environment;
? Outstanding written and oral communication skills;
? Proven ability to deliver high-quality products in a timely manner;
? Language: proficiency in the appropriate language for the region or country assigned.

5. Deliverables

? Finalized National M&E plan and guidance agreed and validate among all national stakeholders;
? Brief report on the assessment process and proposed strengthening measures;

6. Period of Performance:
The 15 days of field work are expected to take place on September.
The products mentioned under item #5 are to be delivered to the GF as well.
