| Terms of Reference: | Ces missions auront lieu à Bamako, Mali, et se dérouleront en lien avec le personnel du bénéficiaire principal CRS et du récipiendaire secondaire le PNT et ont pour but de préparer la signature d’une subvention du round 10 du Fonds Mondial et sa consolidation avec celle du round 7 et de répondre aux « Conditions Précédents » qui seront mentionnées dans l’accord de subvention en particulier par :
1. la préparation d’un plan d’assistance technique discutés avec les partenaires et répondant aux problèmes identifiés (consultant 1)
2. la préparation d’un plan de suivi évaluation consolidé (Round 7 et 10) (consultant 2 – durée prévue 1 semaine)
3. la préparation d’un plan de formation consolidé (Round 7 et 10) (consultant 1)
4. la préparation d’un plan de gestion des achats et stock consolidé (Round 7 et 10) et revue du profil pays (consultant 3 – durée prévue 1 semaine)
5. la préparation et revue du budget consolidé (Round 7 et 10) (consultant 1)
6. le renforcement des capacités de gestion de l’unité central du programme national pour les activités de supervision, formation et suivi épidémiologique avec l’inventaire et la mise à jour des outils existants (guide, module de formation, grille de supervision, grille de recueil et d’analyse des données au niveau national, grille de gestion des médicaments antituberculeux, etc) (consultant 1)

| Comments: | WHO Mali received a request from Catholic Relief Services (CRS) to provide technical assistance for the preparation of the Round 10 grant signature. CRS has been nominated as the Principal Recipient (PR) for the Mali Round 10 TB grant and will work closely with the National TB Programme (NTP).
TBTEAM sent a technical assistance mission to Mali 21-28 August 2011 at the request of WHO Mali and AFRO to support for the preparation of grant negotiation and grant agreement of the Global Fund (GF) Round 10 TB grant in Mali. The consultants met with all relevant stakeholders including the Minister of health, the TB programme staff at national level , CRS and the WHO Representative and supported the PR to finalize the following documents:
1. Procurement Supply Management (PSM) plan.
2. Draft consolidated work plan and budget.
3. Monitoring and evaluation plan
4. TA plan based on the need to fulfil any GF requirements and other identified needs to implement NTP activities. This plan was discussed with all relevant stakeholders including WHO and the main sub-recipients within the GF grant.
