Scope of Work:
The Lead Consultant will be responsible for driving and managing the overall design, flow, technical content and writing of the proposal through the support of a core team representing the project’s key partners. He/she will be responsible for leading the team in the key core components of proposal development, including but not limited to: • Developing a roadmap for the proposal development • Developing a gap analysis tools and criteria • Developing a gap analysis report • Ensuring additionality to existing GFATM grants, and other related projects, at country and regional levels • Identifying components to support and justify a regional approach • Defining key SDA’s inline with GFATM guidelines • Developing a Performance Framework and project monitoring and evaluation system • Ensuring proper budget allocations and presentation • Support outreach to key decision makers and CSOs for project/proposal approval at country level targeting the five countries • Map, document and track processes and consultations for presentation in proposal submission • Manage, as necessary, technical consultants • Facilitating proposal peer review • Ensure proposal is technically and programmatically sound and submitted within the stated deadline to the GFATM. |
