For Technical Assistance in Center of Excellence (Training Centre) establishment for Penitentiary System TB personnel, Main Medical Department of the Ministry of Justice (MMD MoJ)

Background

The TB project in the Penitentiary system of Azerbaijan has been running over 15 years. During this period a number of trainees have been passed from different international and national training. A need for continuing this activity is still acute and demands more diverse and specific approaches. A Training Centre establishment has been added as an activity to the Round 9 TB Project, supported by GF. Therefore MMD MoJ is seeking TA an expert.

Goal

To present Training Centre business plan (with all expected documents) and assist in its functional start.

Activities

1) During the first two weeks finalize documentary base for Training Centre establishment
Competition (business proposal, action plan, working regulations, job descriptions, training plans and etc)
2) Another two weeks for Training program and program modules design
3) To train trainers (TOT) and evaluate their ability to run training independently
4) Develop and implement the Training Centre strategy
5) To analyze and comment upon materials and methods of Training Centre project
6) Offer the ways of Training Centre future development, prepare an application and assist in WHO CC status obtain

Facilitation

MMD MoJ is highly committed to establish this Training Centre and will contribute and create stimulating condition to run the assignment smoothly.
Technical expert will work closely with Training Centre supervisor, MMD MoJ TB coordinator and PIU MMD MoJ members. This partnership may start on – line, be facilitated by Skype conferences, emails and mutual e-documents review.
The field work has been taken into consideration and may be decided upon as soon as dates of assignment fulfillment will be announced.

Special requirements

Experience of similar regional assignments and knowledge of Russian is an asset.

Post assignment period

Serve as lead resource person for reference to any kind of questions linked to the Training Centre establishment and newborn activities.
Send final report with “lessons learned” and “pros and cons” to the MMD MoJ stakeholders and MMD MoJ PIU for the approval;
Ensure delivery of finalized Training program and program modules within two weeks of the assignment period Training Centre supervisor

Finance

Technical assistance will be reimbursed to the expert(s) bank account accordance with TA agreement.
