| Title: | Training for Consultants for GF R11 proposal development |

| Terms of Reference: | Summary: A three days training session on recent updates as well as new approaches and tools for TB care and control for about 15- 20 R11 consultants. It will be held in Geneva at WHO/HQ with facilitators from WHO/HQ and external Stop TB partners.
Background: The joint WHO and Stop TB Partnership R11 strategy focuses on directing intensive and timely support to 16 priority countries out of 60 countries applying for R11 TB grant from the Global Fund (GF). These are selected according to different criteria including full eligibility requirements, GF scoring (based on income level and disease burden), high disbursement rate, TB notification rate and assessment of gaps and needs at country level. The planned activities to support these countries include: • provide them with qualified consultants for 4 weeks (2 missions 2 weeks each), • organize country conferences calls to bring together and coordinate partners, CCM, NTP, and other people involved in the development of TB proposals; • support national writing teams, organise mock review and preparatory workshops, • ensure desk review of proposal, and • online trainings.
In order to develop successful proposals, R11 consultants need to be adequately trained on recent updates as well as new approaches and tools for TB care and control (ie Xpert, AC and community care, new MDR-TB architecture, TB/HIV, childhood TB, etc). A three days training will be essential to provide them the necessary skills for delivering consistent TA to the applicant countries. This issue was also raised at the annual TBTEAM meeting where partners committed to join efforts to mobilize additional resources for a consultants training and make Round11 a successful TB round.
Meeting Objectives participants will have a better understanding of: - Round 11 Grant architecture and latest changes in the proposal formats - pitfalls and tips on how to produced credible Global Fund Proposals - new tools and approaches in diagnostics and laboratory services (ie Xpert) - new approaches to civil society engagement community involvement. - Management of MDR- TB and new GLC framework - new tools and approaches in TB/HIV collaborative activities - Strengthening Community-based activities for improved TB prevention, diagnosis, treatment and care - new operational research policy and implementation - How to incorporate the above topics into the Global Fund proposals; monitoring logframe
Participants will include: - R11 lead consultants identified by TBTEAM, countries, regions and partners to support the 16 priority countries. - Consultants supporting other applicant countries not in the priority list can also attend the workshop at their own expenses
Facilitators: HQ staff and external Stop TB partners including Global Fund experts.
Outcome: Consultants are trained on new approaches and tools and provided with the necessary skills for delivering consistent TA to the applicant countries for successful R11 proposal development.
