Title:TA on ACSM national strategy development
Type:Mission
Terms of Reference:Advocacy, communication, and social mobilization (ACSM) activities are key integral complex approach that supports all six elements of “Stop TB” strategy. Strengthening of the activities on ACSM among health care workers, TB patients, their families, vulnerable groups and the general population to improve their knowledge, attitudes and practices regarding tuberculosis is one of the important tasks to improve TB control.
To address GFATM projects’ objectives - Improvement of adherence to treatment for TB patients and improvement of supportive environment for effective TB Control, Project HOPE proposes to provide a technical assistance to NTP Armenia in development of the National TB ACSM Strategy by training National Team and TWG members on ACSM concept and strategy development. After the training the Team will be able to draft the National ASCM Strategy that will provide a strategic approach to planning, implementation and monitoring of ACSM activities to enhance and support effective implementation of the National TB Control Program in Armenia.
The development of the ACSM National Strategy is recommended by the recent WHO mission in Armenia (April-May, 2011) that conducted extensive review of TB prevention, care and control services in the country. This strategy will be included in the revised National TB Control Program.

Terms of Reference:
• Evaluate existing ACSM plan/current activities reviewing relevant documents and reports
• Map existing ACSM activities performed by stakeholders involved in TB control, identify ACSM related available resources and needs
• Conduct 5 days training for National Team and TWG members to present ACSM concept and provide knowledge and resources as well as work out skills for planning, implementation and evaluation of effectiveness of ACSM activities that help in achieving goals of National TB programs;
• Work with national team on joint assessment of needs on the national and local level; main barriers and risks; potential opportunities and existing resources on ACSM
• Identify priority population groups and key behavior patterns that ACSM should address; factors and activities to enable ideal behavior patterns
• Determine National ACSM Strategy’s priorities on national, regional and local levels; roles and coordination among key stakeholders
• Propose and describe intended audience; main settings, channels and activities to approach these; define partnerships that could help to successfully reach the audience
• Define key messages and strategies to approach priority populations groups

Comments:Mission Summary

Currently, Armenia implements Rounds 5 and 8 of Global Fund TB grants with performance rating B2 and B1, respectively. To address GFATM projects’ objectives - Improvement of adherence to treatment for TB patients and improvement of supportive environment for effective TB Control, Project HOPE proposed to provide a technical assistance to NTP Armenia in development of the National TB ACSM Strategy by training National Team and Thematic Working Group members on ACSM concept and strategy development. This document will provide a strategic approach to planning, implementation and monitoring of ACSM activities to enhance and support effective implementation of the National TB Control Program in Armenia.

The development of the ACSM National Strategy is also recommended by the recent WHO mission in Armenia (April-May, 2011) that conducted extensive review of TB prevention, care and control services in the country. Based upon the given recommendation, NTP CO requested Project HOPE Armenia to support in realization of this process.

After the workshop the ACSM working group was established, which currently works on the draft of the National ASCM Strategy. Based on working plan developed during the workshop it is expected that by the end of November 2011 the first draft of ACSM strategy will be developed and submitted to all partners for review. The final version of the ACSM strategy expected by the end of December 2011 and should be submitted by NTP to MOH for approval. This document then will complement the NTP TB program.

The mission report provides assessment of current ACSM activities, specifies technical assistance needs and provides recommendations for improvement.
