| Title: | Situational analysis to identify barriers and solutions to catalyse the implementation of GF supported comm-based TB activities |

| Terms of Reference: | The consultant assisted the TB/HIV and Community Engagement (THC) Unit of the Stop TB Department of WHO in an effort to facilitate and catalyse smooth implementation of community-based TB activities carried out by CSOs and/or governments and supported by the Global Fund in up to five selected countries, and to ensure the outcomes are reported to the NTP through a standardized set of indicators. The specific objective of this consultancy as to conduct country-specific situational analysis to identify barriers and solutions to catalyse the implementation of GF supported community-based TB activities. A protocol that helped examine the following areas has been developed in close consultation with the NTP, WHO Country and Regional Office, and PAS (PR for community-based activities): i. community-based strategy (including description of community based model, definition of roles and responsibilities of different stakeholders), ii. implementation plan (including collaboration with NTP in planning, coordination, supervision, training and M&E), iii. budget, financial reporting, grant performance and all its components, iv. M&E for community-based TB activities(including data collection and flow, data quality and contribution to treatment adherence and case detection), v. strengths, weaknesses, opportunities and threats.

| Comments: | The draft report is currently with the Principal Recipient for their input. Next steps include translating the report to Romanian, and sharing it with key country stakeholders to guide the strengthening of community based initiatives country-wide, as well as to inform the related Phase II negotiations. Final report will be uploaded as soon as possible. Key recommendations include formulating a clear M&E and expected performance outcomes and targets (linking the contributions of community based interventions with key TB outcomes such as treatment adherence, outcomes, and case finding); conducting OR to identify causes and factors associated with poor treatment outcomes and low notifications; developing an ACSM strategy outlining its objectives and desired behavioural outcomes; addressing the needs of vulnerable populations (e.g. impoverished patients, migrants, etc.) ensure the available services address the needs of all affected persons. |
