| Terms of Reference: | Objectives
• To assess treatment results according to cohort analysis data, to collect data on patients on treatment and specific regimens.
• To assess directly observed treatment on intensive and continuation treatment phases.
• To evaluate quality of TB treatment, including MDR TB cases, accuracy of treatment schemes and TB drugs prescription, including 2nd line drugs.
• To assess the MDR-TB program in the whole and evaluate current situation.
• To asses the need and readiness of the program to apply and to fulfil all requirements.
• To assess availability of all necessary TB drugs (for susceptible and MDR TB patients), the situation with drug procurement and supply management
• To provide Donetsk TB specialists with consultations and recommendations on TB/MDR TB patients’ management.
• To prepare comprehensive Report of the review.
Key issues to be evaluated and reviewed
1. Coordination between the project and the community, prison system, the NTP, the national reference laboratory and the second-line drug-procurement agency;
2. Case finding strategies.
3. Treatment strategies, administration and follow-up.
4. Management system for second-line TB drugs in terms of quantification method, procurement, importation, storage, distribution and delivery to the patients, and scale up plan for enrolment in the next 1 year period.
5. Current status of laboratory services, including country laboratory network, internal and external quality control and coordination with National laboratory.
6. Infection control strategies.
7. Coordination between TB/HIV and MDR-TB interventions.
8. Information system and data management.
