| Terms of Reference: | BACKROUND:
Armenia faces the TB epidemic exacerbated by an emerging increase of multi-drug resistant (MDR) TB and TB/HIV co-infection. The country is listed in the first priority group in Europe for their epidemiological profiles and an urgent need to establish the robust anti-tuberculosis services in line with the Plan to stop TB in 18 priority countries of the WHO European Region, 2007-2015.
There are many health system barriers in Armenia which jeopardize the effectiveness of TB control services in Armenia. In particular, current issues of the infection control in health care facilities at all levels of health care system. It is expected that implementation of sustainable and effective infection control in facilities where TB services are provided would reduce TB incidence rate and prevalence in Armenia, as infection control is one of the most effective preventive activities.
With WHO technical assistance, the new National TB Programme plan for 2007-2015 was developed and endorsed by the President of Armenia in January 2007. This new long-term plan is in line with the principles and recommendations set forth in the Plan to stop TB in 18 priority countries of the WHO European Region, 2007-2015. The Program’s Goal is to contain TB incidence, reduce mortality from TB and control the development of drug-resistant TB forms. Successful implementation of the Program is seen as an important prerequisite for the country’s progress in broader development terms including poverty reduction and the achievement of the Millennium Development Goals related to TB. The aforementioned components where WHO’s technical assistance is further required (implementation of infection control, DR TB treatment, TB M&E, and TB and HIV collaborative activities) are stated in the new program as cornerstones for effective TB control.
In particular, WHO would support revision and adaptation of a infection control guideline for TB control based on the National TB Programme 2007-2015. WHO will also provide technical assistance for ensuring that national standards and guidelines of infection control are compatible with international standards.
Goal:
To strengthen infection control in relevant health care settings.
Scope of work:
Training of health care workers on infection control features, assessment and maintenance of ventilation systems and UV lamps and effective ways of risk assessment in TB facilities
Duration: 5 working days
Qualification:
• The Consultant must have proven consultancy experience in similar projects • Advanced university degree in Public Health field (required), degree in Civil engineering or Architecture (ventilation systems designing) is desirable • Have recognized experience and/or knowledge in a relevant field. International experience in CIS countries is an advantage • Be familiar with current health care system of Armenia (especially TB service provision structure) • Experience in designing of ventilation systems in BSL-III health care facilities • Knowledge of WHO standards and recommendations associated with construction works at the health care facilities requiring implication of infection control measures • Effective verbal and written communication, multi-tasking, organizational and prioritization skills are necessary • English fluency. Knowledge of Russian is an asset.
