| Terms of Reference: | The main objectives of this mission are to assist the National Tuberculosis Control Programme to revise the National TB Strategy 2012-2016, address the MDR TB programme and monitor the programme. It will cover the following:
- Revise the National TB Strategy Plan 2012-2016, with special emphasis on developing locally adapted algorithms for the use of the new diagnostic tools to increase detection.
- Support the programme to address MDR-TB: updating the MDR-TB guidelines to reflect the latest developments from the field, identifying the NRL capacity and providing recommendations on how to address those issues, revising the second line drugs list (including the question whether to include or exclude PAS), and recommending a detailed plan on how, when and where to scale up the MDR-TB programme.
- Revise the first line treatment regimen following the growing pressure from the Global Fund due to the continuing increase of the cost of EH.
- Identify the needs for the introduction of LED microscope to all provincial hospitals.
- Identify potential areas where DFB could contribute to the national drug resistance survey as well as to routine drug resistance surveillance.
- Follow-up on overall programme performance, including MDR TB, TB/HIV cooperative activities and involvement of other partners in TB control.
- Explore the possibilities of providing socio-economic support (care after cure) to former TB patients living in poor conditions due to the consequences of their disease (chronic respiratory distress, ...). The secondary objective of this mission is to gather information about the present organisation and performance of the Leprosy Programme, identify possible gaps and suggest potential areas of intervention for DFB.
