Terms of Reference:Background
WHO strongly recommends extensive review of national TB control interventions of its Member States every three to five years. On 25 January 2012 Ministry of Health of Azerbaijan requested WHO European office to organise the review of the National TB control Program. In consultation with the GFATM, the Ministry of Health and experts, the extensive review to TB prevention and control will be conducted from 10 to 18 April 2012.

Mission objectives
• To document the progress and shortcomings in TB prevention, control and care;
• To identify legislative and structural barriers in the health system that prevent an effective response to TB epidemic, including TB/HIV coinfection;
• To assess role of social determinants of TB (drug dependence, HIV/AIDS, stigma, social exclusion, etc.) and response of the health system to them;
• To visit TB and related health facilities including laboratories, and report on quality of services;
• To analyse epidemiological data, accuracy of recording and reporting and TB monitoring system;
• To assess the links, synergies and opportunities for TB control in relation to health system strengthening and other disease specific interventions, including management of TB/HIV;
• To assess the role and involvement of civil society in TB prevention and control;
• To assess partnership, coordination and collaboration on TB control with national and international stakeholders including the Ministry of Justice;
• To provide the Ministry of Health and other partners with a comprehensive set of recommendations and a prioritised action plan to improve TB prevention, control and care in the Republic of Azerbaijan.

Scope of work
The extensive review team will assess the status of components of the Stop TB Strategy, including:
• Commitment and policy development (place of the TB Programme in the overall health system, TB Programme financing, organisational structure, guidelines)
• Diagnosis, case definition and case detection
• Laboratory services
• Treatment (inpatients and outpatient)
• Preventive activities
• Infection control
• Drugs and equipment
• Human resources and human resource development (HRD)
• Recording and reporting (R&R)
• Monitoring and evaluation (M&E)
• TB and HIV coinfection and other related morbidities
• M/XDR TB
• TB in prisons
• Partnership and coordination
• Advocacy, Communication and Social Mobilisation (ACSM).

Methodology and sources of information for the TB prevention, care and control
The team of international and national experts will assess the achievements, strengths, shortcoming and weaknesses of the National TB Programme based on the following approaches: review of relevant documents and reports of previous visits; conducting site visits (of relevant institutions and facilities); and interviews (with policy makers, health providers and beneficiaries, general population, main national and international partners).
