Infection Control Mission
December 2012


Objectives:

1. The scope of the mission is to carry out an assessment & analysis of the current situation in terms of administrative, environmental and personal protective measures (as recommended inInfection Control guidelines) , to support to the national authorities in strengthening and sustainability national infection control system, and to suggest actions which could be taken for this.
2. Provide TA to improve TB Infection Control practices in all health facilities. This includes introducing the newly developed National TB IC guidelines, developing TB IC plans for each TB facilities and Lab.
3. As a result of the a/m assessment & analysis, propose a plan of action for implementation of improvements of TB IC measures.

WHO consultant personnel to undertake the following actions:

1. Assess current infection control practices, in particular the current TB Health facilities in regions and development of recommendations for nosocomial TB transmission risk reduction and plan development", Introduction National IC guideline
2. Assessment of the quality of the presence status of the IC measures (incl biosafety) in NRL. TA for developing IC plan and introduction National IC guideline for the staff.
3. Assessment of the quality of the presence status of the IC measures (incl biosafety) in TB Reference Laboratory in MOJ. TA for developing IC plan and introduction National IC guideline for the staff.
4. Based on the assessment results to discuss general structure of the IC plans, their priorities and components.
5. TA in finalization of the developing the detailed TB IC plans for the visited facilities (during the 2-4 weeks after the visit )
6. Mission report

Outputs and deliverables

• Recommend key interlocutors in each project to improve TB Infection Control and
develop sustainable IC in each health facility in coordination with local IC Officer
• Conduct/support TB risk assessments in all relevant health structures supported by NTP/WHO
• Together with the NTP/WHO introduce TB IC guidelines country- wide
• Organize and coordinate necessary trainings for key people involved in TB IC management in the regions
• Make regular field support visits to regions and provide feedback with recommendations to MOH

Expected results
TB infection control is improved throughout relevant health facilities

Comments:The WHO Regional Office for Europe, in collaboration with key partners, organized a comprehensive external review of the National TB Control Programme of Azerbaijan 10-18 April 2012.The review was also done in area of TB IC measures. Based on this it was decided to postpone IC mission to December and use recommendations of the NTP review mission for better planning based on the current gaps and Country needs.
