| Comments: | From 12 to 16 March AMRO/PAHO conducted a mission to Bolivia to facilitate a strategic analysis for the preparation of the second phase proposal of the current GF grant and to facilitate preparations for a potential visit of the GF to the country. It was also a follow-up to a mission conducted in November 2011. The main findings were the following: o A national consultant has been supporting the implementation of the recommendations of the previous visit. o Despite some progress, the GF grant performance is still inadequate (B2 performance rating). It will probably continue improving but at a slow pace. o The CCM has decided to change the PR but no action has yet been taken. o There was a recent change of the NTP manager and the new one is just starting and getting acquainted with the national managerial aspects. o Difficulties in case detection and a deteriorating treatment success rate, plus lack of information and almost non-existent supervision from regional to local levels, are signs that put at high risk an approval of a second phase of the grant. o A plan for preparing the proposal for the second phase was developed during the visit aimed at strengthening key elements that will increase the possibilities of approval of the proposal. It indicates concrete steps, expected products, timeline, people responsible and TA needs. o AMRO/PAHO’s country office is willing to support the above plan in coordination with the NTP, to increase its participation in the CCM and its technical cooperation on the grant. Recommendations related with each point were given. The need for follow-up was highlighted.
