| Terms of Reference: | Purpose
With leadership from the Ministry of Health, create a National MDR-TB Operational Plan 2013-2014 to implement the MDR-TB sections of the Ukraine 2012-2016 National TB Program (NTP).
To foster successful implementation, this Plan will
1. update, unify, and strengthen existing national MDR-TB planning documents and partners’ workplans
2. address the recommendations of 2010-11 international missions (NTP Review, Green Light Committee, Laboratory, Infection Control)
3. contribute to planning for Phase 2 of Ukraine’s Global Fund Round 9 TB grant
4. align with the Roadmap to Prevent and Combat Drug-Resistant Tuberculosis: The Consolidated Action Plan to Prevent and Combat M/XDR-TB in the WHO European Region, 2011–2015
Expected outcomes of the Workshop
1. First draft of the Operational Plan to include:
a. Ukraine’s accomplishments and remaining gaps in MDR-TB scale up
b. Activities to address highest priority gaps; each activity will have a proposed responsible agency, due date, and source of funding
c. Monitoring framework including objectives and targets
2. Timeline to finalize the plan (develop the budget, secure commitments, endorse the plan), and date for the first routine monitoring meeting by a specified group/committee
3. Input into national TB guidelines currently under development
4. Feedback on the planning process and tools
