| Title: | Updating the National M/XDR TB response plan combined with GLC/Europe and GDF missions |

| Terms of Reference: | Objectives • to assess the implementation of the programme, evaluate current achievements and sustainability of the programme; and develop recommendations for future activities; • to assess the National M/XDR-TB Response Plan; • to assess the current M/XDR – TB Control project supported by the Global Fund (if applicable)
Key issues to be evaluated and reviewed 1) Availability of the National Plan to Prevent and Combat M/XDR TB which includes all type of patients (children and adolescents, prisoners and migrants, homeless and all other type of the patients); 2) Alignment of the National M/XDR-TB Response Plan to the “Consolidated Action Plan to Prevent and Combat M/XDR-TB in WHO European Region 2011 – 2015” 3) Identify the necessity and length of technical assistance to elaborate and modify the National M/XDR-TB Plan 4) Coordination of governmental support; between internal and external partners (donors, implementers); between the project and the community; penitentiary system; M/XDR-TB and HIV interventions; with the supranational reference laboratory and with the First and Second-line drugs procurement agency. 5) Case finding strategies, treatment strategies, administration and follow-up (including TB in children and adolescents); Infection control strategies. 6) Case management (including side effect management and availability of diagnostics, ancillary drugs and children dosages formulation); management system for first and second-line TB drugs in terms of quantification method, procurement, importation, storage, distribution and delivery to the patients; information system and data management; childhood TB management; human resources management. 7) Current status of laboratory services, diagnostics, accessibility for the patients, including children and adolescents. 8) TB care delivery ethics, with focus on vulnerable groups (prisoners, ex prisoners, children, migrants etc) and other relevant aspects of the program
