| Title: | Strengthening the national capacities for TB drug and health product management |

| Terms of Reference: | An uninterrupted supply of quality-assured anti-TB drugs is one of the fundamental aspects of effective TB control. For this purpose, an effective drug supply and management system is essential. To address Global Fund Round 8 and 10 TB grant objectives - Expand access to diagnostics and treatment of DR TB and Strengthen National TB Control program to provide better diagnostics and treatment - Project HOPE proposes to provide a technical assistance to NTP Armenia in strengthening national capacities for TB drug and health supply management. Within the frames of the TA Project HOPE regional drug management specialist will conduct a review of the Logistic Management Information System (LMIS) performance (for both first and second line drugs) in the country and together with the NTP Head Pharmacist will develop guidelines/standard operating procedures (SoPs) for important aspects of TB medicine and health product management (i.e. selection, quantification, inventory, control, ordering, recording, reporting, managing drugs soon to expire and etc.).
Strengthening of the national drug management capacity is recommended by the recent WHO mission in Armenia (April-May, 2011) that conducted extensive review of TB prevention, care and control services in the country and by GDF last monitoring mission in Armenia (2010).
Terms of Reference: • Review the current policies and practices of LMIS and its performance, and provide practical recommendations for its further improvement/strengthening • Develop guidelines/SoPs for important aspects of TB medicine and health product management (i.e. selection, inventory, control, ordering, recording, reporting, managing drugs soon to expire and etc.)
Deliverable: • Developed guidelines/SoPs on TB drug management • Mission report including findings and recommendations to strengthen logistic management information system

| Comments: | The TB TEAM review mission was carried out at the request of the NTP Armenia to provide technical assistance for strengthening national capacities for TB drug and health product management. The TOR and deliverables for the review mission were discussed and agreed with officials from the NTP of Armenia, MoH and International Partners, that play key roles in the realization of the TB Control Program in Armenia. The review mission was conducted by the Project HOPE Drug Management Specialist Zhyldyz Ysykeeva with support from Dr. Armine Hovsepyan, Director of Branch of Project HOPE in Armenia.
The review mission report reflects the current situation with the supply chain and drug management system in NTP of Armenia. The report includes 7 key findings within the four main functions of the drug management cycle (product selection, procurement, distribution, product use and logistics management information), and 14 recommendations. Among those recommendations, the following are priorities for further strengthening drug management in Armenia: - In order to keep control over forecasting, distribution of drugs, and avoid supply interruptions, the Logistics Management Information System has to be improved through strengthening capacity of central level staff responsible for drug management gathering and interpreting information on drug stocks and managing necessary actions. - Training for drug specialists in forecasting and drug quantification, inventory management and logistics management information is critical. - At the level of SDPs (Service delivery points), review and standardization of reporting-and-recording forms on drug management is needed. - To estimate supply and demand for TB drugs, Standard Operation Procedures (SoPs) have to be developed. - Outside assistance is need in development of the monitoring mechanism of stock levels, drug consumption, and tracking expiry dates for drugs.
