| Title: | Establish the Health costs incurred on Mozambique due to the cross-border mine workers |

| Terms of Reference: | hire a consultant to establish the Health costs incurred on Mozambique due to the cross-border mine workers that (a) return to Mozambique to continue treatment, (b) return to Mozambique to seek treatment, and (c) return to Mozambique without any treatment, but with communicable diseases that are spread in the origin communities. For the time being, this exercise establishes a base cost estimate of the strain (in terms of health services, medication, personnel, increased disease loads, etc.) on the Mozambican health system due to: ? Acquisition and spread of HIV (with potential resistance to drugs still not used yet in Mozambique) to sexual partners and their subsequent children ? Spread of TB, including MDR and XDR strains, to their relatives and communities ? Induced lungs fragility and chronic lung diseases, as a result of exposure to silica and other dusts in mines. ? Premature death overall, decreased life expectancy decreasing the potential contribution of miners and contaminated relatives to the nation's wealth and development. The intent is to develop a basic model that can estimate the costs to the Mozambican health system and point to further monitoring that will enable more exact cost analysis through surveillance and statistical analysis. Proposed timeline The assignment is foreseen for 15 worked days. The work must be completed before August 15th, 2012 Deliverables • Desk research report to create the model for estimates • Final cost estimate in terms of health services (specific areas) and economic impact on the health system Qualifications, Skills and Experience Required • PhD or equivalent experience in estimating Health costs and Impacts; e.g. Health Economist • Knowledge and affinity with health system, as well as social and political dynamics of HIV and TB in Southern Africa; • Strong writing and communication skills; English and Portuguese preferred. • Ability to work independently and as a team member; • Computer literacy, particularly statistical analysis and modelling capabilities; • Demonstrated past experience in the field of Health Costing. Remuneration The consultant should deliver a technical proposal (including number of days required) and a cost proposal (cost per day).
