| Title: | Technical assitance to prepare the application of Ukraine for Phase 2 |

| Terms of Reference: | In October 2011 WHO conducted NTP assessment mission in Ukraine and provided recommendations to the Government and donor organizations to improve TB control efforts in the country. Starting from January 2011 Ukraine is implementing Global Fund Round 9 Grant (UKR-911-G07-T), with the title “Reducing the TB burden in Ukraine through expanding and enhancing access to high quality TB services”; Primary Recipient (PR) of the grant is Foundation Of Development of Ukraine. Overall last 2 years WHO and GLC/Europe has provided TA and monitored activities done by the country, specifically on 2010 WHO/EURO has organized and conducted the extensive review of the TB program (10 – 22 October 2010), number of GLC/Europe missions had been organized (the latest was on 11 – 21 October 2011) and TA provision to develop the national plan to prevent and combat M/XDR – TB in Ukraine (done jointly with PATH / USAID on 17 – 27 April 2012). GDF has supplied first line drugs on April 2012 (for 5 regions of Ukraine), the supply of the second line drugs order is in the pipeline and the drugs planned to be delivered on August – September (depending on approval from Ukraine side).
Currently implementation of Phase I is in progress and in mid September of 2012 Ukraine should apply to Phase II. The deadline for submitting the application is 10th September 2012.
To support the country in gap analysis and application development, TBTEAM, GDF and GLC/Europe jointly with WHO European office are organizing the technical assistance provision to the country.
Goal and Objectives
Goal
• To provide reliable and consistent basis for GF Round 9 application for Phase II
Objectives:
• To analyze TB program achievements and progress towards WHO NTP review
• To assess input of GF grant with regard to implementation of TB control activities in the country
• To analyze Ukraine MDR TB Action coherence to future plans
• To review gap analysis
• To review of the phase two proposal developed by the external consultant by WHO to assure the activities needed in accordance to the national NTP taking into consideration the recommendations formulated by the comprehensive NTP review in 2010 and it contributes to the Consolidated Action Plan to Prevent and Combat Multidrug- and Extensively Drug-Resistant Tuberculosis in the WHO European Region 2011–2015
Key issues to be elaborated and reviewed:
a. To follow up on the recommendation NTP review of 2010 and latest GLC/Europe recommendations
b. To estimate the progress by the Global Fund round 9 grant
c. To identify the priorities for the Global fund round 9 Phase 2 application
Modalities of the TA provision
The technical assistance include the mission to the country (a), to be conducted before the mid of August and desk review (b) in close coordination with WHO country and WHO regional office, GLC/Europe and TGF portfolio manager
Deliverables:
• By 15 August the mission is conducted and the recommendations with gap analysis and priorities for the Round 9 Phase 2 application provided
• By 30 August the desk review of the developed and finalized proposal is done
