In line with resolution EUR/RC61/R7 and the Consolidated Action Plan to Prevent and Combat Multidrug- and Extensively Drug-Resistant Tuberculosis (M/XDR-TB) in the WHO European Region, 2011–2015, and in a collaborative effort, the WHO Country Office in Romania, the WHO Regional Office for Europe and the health authorities have drafted and budgeted the National M/XDR-TB Response Plan, 2012–2015 . Based on the request to GLC/Europe from Romania, the budget will be reviewed and revised (if necessary) before the plan is submitted for endorsement by the Ministry of Health. Ms Anastasiya Nitsoy, Health Economist, has already assisted the Regional Office with preparing the budget and resource gap analysis for the Consolidated Action Plan to Prevent and Combat M/XDR-TB in the WHO European Region, 2011–2015.
Objectives
Under the guidance of the WHO Regional Office, in coordination with the WHO Country Office in Romania, and in consultation with the Romanian health authorities and the GFATM principal recipient, among others:
• To review and revise, if necessary, the budget of the Romanian National M/XDR-TB Response Plan, 2012–2015.
• To prepare an overview of the resource gap analysis to implement the Romanian National M/XDR-TB Response Plan, 2012–2015.
Specific tasks and attention areas
1.In close coordination with the WHO Country Office in Romania (Dr Cassandra Butu), the WHO Regional Office (Dr Ogtay Gozalov and Dr Masoud Dara), to review and revise the budget;
2.To use the tools developed for the Consolidated Action Plan to Prevent and Combat M/XDR-TB in the WHO European Region, 2011–2015 for the revision of the budget, using the same model and approaches (financing the front line services and stewardship costs).

To be provided by the WHO Country Office in Romania and the WHO Regional Office.
Expected deliverables
1.By 30 July 2012, the Romanian budget is reviewed, revised and cleared by the WHO Regional Office and the WHO Country Office in Romania.
2.By 10 August 2012, the budget is finalized and handed over to the Romanian counterpart and an overview of the resource gap analysis is prepared.
