| Terms of Reference: | In addition to the generic SPV objectives below one of the objectives was to gain a better sense of the modus operandi of the project and it’s setting than was possible from paper based reviews. The generic SPV objectives shared with the project were:
(i) to get stakeholders’ point of view;
(ii) to review activities implemented and validate results to date (against targets); also includes Xpert issues
(iii) to assess data quality and conformity to M&E plan (including control pop / historical data);
(iv) to review confounding factors analysis and mitigation; (v) to identify issues and problems (leading to corrective actions and/or lessons learned);
(vi) to update strategy and/or work plan.
