Terms of Reference

Within HSD/CD the incumbent will be part of the Regional TB team based in Ciudad de Panama and act as a sub-regional focal point for Central American countries. He/she will provide technical support to countries in the sub-region on the implementation of the different components of the Stop TB Strategy. This would involve planning, managing and monitoring the roll-out of the Regional TB workplan in the sub-region and the assessment, guidance and monitoring of activities at country level within the context of the national TB plans and international recommendations. The sub-regional focal point will be working closely with the National TB Programs (NTPs), other programs and local partners to accomplish this in the most effective way. He/she will also be involved in the piloting and later expansion of the framework of TB control in cities in those urban areas initially selected in the sub-region.

Under the supervision of the PAHO/WHO Representative and Senior Advisor, Prevention and Control of Communicable Diseases (HSD/CD), the incumbent is responsible for:

a) Develop, implement and monitor a sub-regional TB annual workplan for Central American countries based on the Regional TB Plan, towards the implementation of the Stop TB strategy and reaching the programmatic TB targets.
b) In coordination with the PAHO/WHO country offices, develop strategies to strengthen and maintain political commitment for TB in the countries of the sub-region.
c) Plan and coordinate, in close collaboration with the Regional TB Program and PAHO/WHO country offices in Central American countries, the provision of technical support to countries of the sub-region on the development, revision and regular update of national TB plans with budget and operational plans;
d) Provide and/or coordinate technical support on the implementation of the different components of the Stop TB strategy as needed with emphasis on DOTS strengthening, TB/HIV, MDR-TB, PPM and community involvement in the context of the national TB plans, Global Fund grants and other projects.
e) Plan, coordinate and support sub-regional and national training activities jointly with the NTPs, collaborating centers and partners.
f) Coordinate with the Supranational Reference Laboratories (SRLs) involved in the sub-region for the strengthening of the National Reference Laboratories and networks and the implementation of new diagnostic technology;
g) Contribute to the follow up of annual data collection from countries for the TB Global Report, revision of drug requests from countries to the Strategic Fund, technical revision of regional documents and guidelines under development, preparation of regional reports with information from the sub-region, and preparation of country monitoring missions in the sub-region.
h) Assess and monitor periodically the results and impact of interventions and based on it set priorities for the PAHO’s support using epidemiological, surveillance and managerial information.
i) Coordinate with the Regional TBTEAM focal point the development and strengthening of national TBTEAMs and proper monitoring of TA activities using the existing tools;
j) Contribute to the planning and monitoring of the piloting and later expansion of the framework of TB control in cities in those urban areas initially selected in the sub-region.
k) Plan and coordinate the dissemination of updated technical information and guidelines, as well as best-practices;
l) Promote technical cooperation among the countries of the sub-region, networking of experts and with the TB centers of excellence.
m) Promote and support TB operational research efforts in the sub-region.
n) Represent the Regional TB Program at sub-regional and national meetings and events and participate/contribute in Regional TB meetings and workshops.
o) Ensure that both internal and external technical, financial and legal/administrative reporting requirements are met.
p) Contribute to Regional efforts in resource mobilization for TB.
q) Perform other related duties, as assigned.

Panama Country support:

r) Provide technical assistance to the National Tuberculosis Program - NTP of the Ministry of Health in the implementation, monitoring and evaluation of the national TB plan in the country;
s) Participate in national TB training activities and technical meetings.
t) Perform other duties as assigned.


Technical Expertise
• Theoretical knowledge and practical expertise at the highest level in all aspects related to prevention and control of communicable diseases with emphasis in tuberculosis; technical competence in the area of tuberculosis control programs, including the implementation of the Stop TB strategy.
• Theoretical and practical expertise at the highest level in all aspects related to tuberculosis, as well as a through knowledge of epidemiology and prevention and control methods.
• Knowledge of health service policies and administration in the framework of local health system development and primary health care.
• Managerial skills for the development, implementation and analysis of technical cooperation programs and activities, including budget programming control.
• Strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds.
• Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

Education
Essential:
• A university degree in a health-related profession and a master’s degree in public health, epidemiology or related field from a recognized institution.
Experience
Essential:
• Nine years of combined national and international experience working in tuberculosis control, including program management and implementation of projects, supervision, training and/or research.

Languages
Very good knowledge of Spanish or English, with a working knowledge of the other. Knowledge of Portuguese or French would be an asset.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, Outlook and SharePoint. Other IT skills and knowledge of other software programs such as SPSS would be an asset.
