| Terms of Reference: | Goal Development by international expert “TB CONTROL in PENITENTIARY SYSTEM GUIDELINES” for the Program implemented by the Main Medical Department of the Ministry of Justice (MMD MoJ) of the Republic of Azerbaijan in accordance with WHO recommendations and world’s best practices.
Objectives • To develop comprehensive guidelines for TB Control in Penitentiary system of Azerbaijan Program and supporting documents in accordance with the TOR;
Desired content 1. Introduction - Coordination unit - Organogram and key responsibilities - HR issues - Etc. 2. Case detection - Active - Passive - Entry - Contact tracing - Sputum collection procedure 3. TB Diagnosis - Laboratory ? Sputum smear ? Culture and DST ? MGIT ? HAIN ? GeneXpert ? Fingerprint - Clinical picture evaluation - X-ray diagnostics - Special cases and exceptions 4. Case definition - WHO - ??? - Consillium 5. TB chemotherapy - Anti-TB drugs - Treatment categories - Anti-TB drugs side effect management - Intensive therapy - Palliative therapy - Somatic therapy - Special therapy (co-infection, co-morbidities, surgery, extra-pulmonary TB) - Psychological aspects 6. Monitoring - IQC - EQA - M&E ? Treatment ? Laboratory ? Pharmacy ? Personal ? Dispensary ? Follow-up of ex-prisoners on treatment after release 7. Time schedule Document development assumes on-spot as well as distance work. The task is planned for April-June period. Final document should be submitted to MMD MoJ by the end of June.
