Statement of Work: The Project Implementation Union of the Ministry of Health of the Republic of Azerbaijan (PIU/MOH) is seeking for successful International Expert who will be required to develop the National Monitoring and Evaluation Plan for TB Control Program.
Description of work: In line with GFATM recommendations, PIU/MOH in close collaboration with the National TB Control Program and international partners has established the Working Group (WG) on development of the National Monitoring and Evaluation Plan. By request of WG an International Expert will provide technical assistance in development of the policy document. International Expert is expected to develop the National Monitoring and Evaluation Plan through conducting assessment of existing Monitoring and Evaluation services, analyzing their strengths and weaknesses, and incorporating international standards.
Objectives: The successful candidate will be expected to provide:
• Assessment of existing Monitoring and Evaluation services;
• Analysis of in-practice modules, guidelines, TORs and checklists;
• Analysis of data collection and data flow;
• Alignment with international standards
Deliverables:
? Desk review – 5 days
? Draft report – 6 days
? Final report with budget and work plan should be submitted electronically in both formats (PDF and Word). Submission of hard copy of report – 5 days
Number of days determined for each task could be reconsidered by an Expert, on the assumption of not changing the total number of working days (16 days).
Qualification and experience requirements:
• Advance University degree in Public Health, Medicine, social sciences or other related field;
• At least 10 years of international experience in TB, preferably in WHO;
• Strong analytical and excellent writing skills;
• Ability to meet deadlines and prioritize multiple tasks;
Timing:
The required services must be done within 1 (one) month after the contract date.
