Good recording practices are necessary for effective patient management. Assessment of programme performance and epidemiological trends based on data collected through the surveillance system provides the basis for programmatic and policy development. Effective and accurate recording and reporting systems, whether paper-based or electronic, are essential to ensure high-quality TB patient care and information sharing. Collection of TB data is part of the general health information system, the aims of which are:
1. To ensure high-quality patient care, a continuum of care, information-sharing with patients and transfer of information between health facilities.
2. To aid staff in providing adequate services to individual patients.
3. To allow managers at different levels in the national TB control programme (NTP) to monitor programme performance in a standardized and internationally comparable way.
4. To provide the basis for programmatic and policy development.
Objective Against the above background, the consultant should comment on:
• Availability, relevance and actual use of recording-reporting tools; • reporting process, including timeliness, accuracy and quality of reports; • quality of data collection for GFATM and WHO-specific M&E system • feasibility of scaling-up the OpenMRS for the surveillance of all forms of TB • what needs to be done to improve the recording–reporting systems, with special focus on how to pilot: - the adoption of Revised WHO Recording and Reporting Formats; - the shift from Case Detection Rate (CDR) to Case Notification Rate (CNR) as an indicator for case-finding, and - the introduction of an effective method to measure outcome and impact of PPM, ACSM and community-based TB care activities;
MINIMUM REQUIRED QUALIFICATIONS OF THE CONSULTANT
Educational qualifications
- University degree in health-related science - Master in Public Health or equivalent title - Training on TB control and/or TB epidemiology.
Work experience
- At least 10 years of employment in organizations engaged in public health and disease control - At least 7 years of international experience in low-income countries - Previous experience as consultants for NTP or other programme reviews
Skills
- Excellent knowledge of spoken and written English and capacity to produce high level formal documents and effective presentations in this language - Working knowledge of most popular software packages for TB epidemiology Capacity to produce results working in a team, under pressure and within a limited time frame.
