| Title: | Programme Review of NTP - Nepal CONSULTANT FOR THE PAL COMPONENT |

| Terms of Reference: | Background PAL is a patient-centred approach to improving the quality of diagnosis and treatment of common respiratory illnesses in a primary health care setting. It seeks to standardize service delivery through development and implementation of clinical guidelines and managerial support within the district health system. It is intended to coordinate among different levels of health care and between TB control and general health services. PAL aims to improve the quality of care in patients who seek attention for respiratory symptoms in PHC settings and the efficiency of respiratory service delivery within health systems, with a focus on the district health system. PAL is assumed to contribute to strengthening health systems.
Objective
Against the above background, the reviewer should comment on:
• implementation of PAL as a strategy in the country and extent of implementation; • quality of its implementation including for respiratory diseases other than TB; • what needs to be done to improve PAL implementation. • Need to review the national guidelines after assessing the impact of PAL in the district implementing it.
MINIMUM REQUIRED QUALIFICATIONS OF THE CONSULTANT
Educational qualifications
- University degree in health-related science - Master in Public Health or equivalent title - Training on TB control - Desirable: post-graduate degree in chest diseases or equivalent working experience.
Work experience
- At least 10 years of employment in organizations engaged in public health and disease control - At least 7 years of international experience in low-income countries - Previous experience as consultants for NTP or other programme reviews
