Title:Programme Review of NTP - Nepal CONSULTANT FOR THE CSO/COMMUNITY INVOLVEMENT COMPONENT

Terms of Reference:Background

CSOs have the comparative advantages of autonomy, bidirectional influence both on community and government institutions, knowledge and understanding of local circumstances, and flexibility and adaptability to local situations. Their capacity to function in areas that are difficult to reach and remote offers a unique opportunity for increased early case detection and treatment. It also offers an opportunity to transform the TB prevention, care and control efforts beyond health facilities, and in areas and settings where NTPs cannot reach out in a systematic way (e.g. conflict zones and prisons). CSOs are diverse in terms of size, capacity, scope, geographical coverage and area of work and interest. Thus, a tailored and context-specific approach is required in WHO’s facilitation and brokering roles to build stronger linkages between NTPs and CSOs.

Objective

Against the above background, the reviewer should comment on:

• how the civil society is involved in TB control in Nepal, including its participation to situation analysis, guidelines and policy;
• what is the role of different civil society organizations in TB control in Nepal to date;
• innovative, context-specific, feasible approaches to improve CS involvement in TB control in Nepal.
• how to harness community involvement for the specific objective of reaching out the un-reached and the most vulnerable populations, thus contributing to intensified case-finding and sustained treatment success.
• The most suitable M&E indicators to measure outcome and impact of civil society organizations and community involvement


MINIMUM REQUIRED QUALIFICATIONS OF THE CONSULTANT

Educational qualifications

- University degree in health-related or social science
- Master in Public Health or equivalent title / working experience
- Training or excellent knowledge of TB control strategies.

Work experience

- At least 10 years of employment in organizations engaged in public health and disease control
- At least 7 years of international experience in low-income countries
- Previous experience as consultants for NTP or other programme reviews

Skills

- Excellent knowledge of spoken and written English and capacity to produce high level formal documents and effective presentations in this language
- Working knowledge of at least one software package for TB epidemiology
- Capacity to produce results working in a team, under pressure and within a limited time frame.
