Description:UNDP and the Global Fund to Fight HIV/AIDS, Tuberculosis (TB) and Malaria forged a partnership in 2003 to address the three epidemics. UNDP plays two main roles with regard to the implementation of Global Fund grants. UNDP's primary objective in the partnership is to support the local entity legally responsible for the management of grants. This entity is referred to as the Principal Recipient (PR). Such support is provided in areas including project planning, sub-grant and contract administration, financial administration, procurement and monitoring and evaluation. In addition, in exceptional circumstances or special emergencies, governments and national counterparts may request UNDP to manage the grant(s). In these contexts, the organization serves as “Principal Recipient of last resort”. Except in countries under sanctions from donors (donor-constrained), UNDP’s role as PR is always for a limited time, during which it helps build the capacity of one or more national candidates to enable them to assume the management of grants.
