Advocacy and Communications

XV International AIDS Conference in Bangkok, 11–16 July 2004

In a special public appearance at the International AIDS Conference, Nelson Mandela, a former TB patient himself, made an appeal for stronger commitment to the fight against TB as an essential factor in the fight against AIDS. "The world has made defeating AIDS a top priority. This is a blessing, but TB remains ignored," Mr. Mandela stated. The Bill & Melinda Gates Foundation also announced a grant of $45 million which will be dedicated to AIDS and TB research.

In Bangkok, the Partnership Secretariat produced and distributed a new information pack on TB/HIV, produced in association with UNAIDS. Together with UNAIDS and the Global Network of People Living with HIV/AIDS (GNP+), the Secretariat also organized a workshop at the Conference on TB/HIV for HIV/AIDS treatment activists.

BBC documentary on TB

Each day from 4 to 9 June 2004, BBC World broadcast an excellent new 25-minute documentary film about TB and TB/HIV to its 260 million global viewers. The film, part of a new series on global infectious diseases called “Kill or Cure”, was sponsored by the Stop TB Partnership and WHO and features Douglas Young, chair of the New Vaccines Working Group.

The Stop TB Partnership has the right to offer the film for broadcast free of charge to television stations in Africa, Asia, eastern Europe and Latin America. The Secretariat will also receive more than 4 hours of footage from the documentary that can be used for producing a range of audiovisual products – flash films, video news releases, b-roll for the media, etc. Send us an e-mail at stoptbadvocacy@who.int or visit our web site www.stoptb.org/resource_center/killorcure.asp for more information on how to access these materials in the coming weeks and suggestions for footage use.

Stop TB Global Ambassador meets Kofi Annan

On 29–30 April 2004, the Secretariat arranged a series of strategic meetings in New York for the Global Stop TB Ambassador, A.R. Rahman, to coincide with the opening of his musical ”Bombay Dreams” on Broadway. Rahman’s itinerary included meetings and photo opportunities with United Nations Secretary-General Kofi Annan and Under-Secretary-General for Communications and Public Information Shashi Tharoor, New York City Health Commissioner Dr Tom Frieden, and the Millenium Development Goals Campaign team.

Advocacy and Communications Working Group

At its last meeting on 22–23 March 2004, the Stop TB Coordinating Board approved the formation of a new Working Group on Advocacy and Communication, which should be operational by the next Board meeting in October 2004. The Secretariat has developed a detailed set of draft guidelines for the new Working Group (structure, membership, scope of work, etc.) to be reviewed by Chair a.i. Joanne Carter and then shared with members of the Advocacy and Communications Core Group for discussion and adoption.

“The Human Face of TB” – now available on CD in nine languages

This 6-minute informational flash film is based on a groundbreaking report produced for WHO by the editors and photographers of Colors magazine in July 2003. The CD of the film has nine language versions: Bahasa, Chinese, English, French, Hindi, Japanese, Portuguese, Russian, and Spanish. To request copies please email stoptbadvocacy@who.int. Media events

Moscow TB media workshop and press conference

At the IUATLD regional conference in Moscow in late June, more than 20 journalists attended aTB seminar that provided a general overview of the global and national TB epidemic. Questions to guest speakers illustrated the usefulness of holding similar seminars in the future to improve journalists’ background knowledge. Following the seminar, a press conference was held in the Kremlin Hall.

Global Drug Facility

Direct Procurement Service

The Direct Procurement Service continues to be another useful tool in the fight against TB. Since its inception in 2002, 15 countries have taken advantage of the GDF Direct Procurement Service, placing orders for more than 649 000 patients at an estimated value of more than US$ 7.8 million. In November 2003, the Philippines set a precedent with its US$ 4.4 million order, with funding from the World Bank. In June 2004, the first Direct Procurement order from a GFATM Principal Recipient – Ministry of Health Indonesia – was placed, for more than 150 000 patients.

National Partnerships

Stop TB Pakistan launched on 27 April 2004

The Pakistani Minister of Health launched a new national partnership, Stop TB Pakistan, at the meeting of NTP managers for the Eastern Mediterranean region. The captain of the national cricket team, Wasim Akram, will serve as Stop TB Pakistan's national ambassador. Stop TB Pakistan aims to create a truly national response to fight tuberculosis by engaging all sectors of Pakistani society. New Stop TB Partnerships planned for 2004

Over the next few months a number of other national partnerships are scheduled for launch, including the Russian Federation and Uganda.

Russian Federation

During the Ninth High-Level Working Group meeting on TB in Moscow on 21 June, the concept of National Partnership was welcomed; Russian stakeholders are now in the preparatory phases to launch a Stop TB Partnership Russia in the coming months.

Uganda

A meeting of stakeholders was held in June 2004 in Uganda, where it has been decided to work on National Partnership; the launch of Stop TB Uganda is expected to take place towards the end of 2004.

Poverty and TB

Poverty and TB: World Bank Meeting, China

This large meeting involved more than 1000 participants and aimed to demonstrate successful poverty reduction interventions and explore the potential for scaling up. The main debate centred on macroeconomic issues and the role of the World Bank and partners. The audience included very high-level representation (heads of state or ministers) from the target countries with second-level representatives (permanent secretary and DG level) from donor countries and agencies. Of the more than 100 case studies that were presented, only one, by the National TB Programme of Nepal, concerned TB - and even that one was mentioned only as a discussion item and not as a full presentation. There is a clear need to continue engaging TB into poverty initiatives.

Network TB and Poverty: selection of Secretariat

Eleven proposals to host the Secretariat of the Network for Action on TB and Poverty were submitted. All proposals were roughly reviewed by an expert panel of seven reviewers. It is announced with great pleasure that the National Tuberculosis Programme of Malawi, in conjunction with the local NGO Reach Trust, was selected by consensus to host the secretariat of the Network for Action on TB and Poverty.

Stop TB Working Group on TB Drug Development

Save the Date: 29 October 2004 for the following events:

  • Stop TB Working Group on TB Drug Development Annual Meeting
    (Open meeting; 29 October 2004, Paris, France)

    Held in conjunction with the IUATLD World Conference on Lung Health in Paris, France, this meeting will highlight continued progress in the field of TB drug development, update the activities map of the Working Group members, and chart the course for the coming months, including the Global Plan to Stop TB for 2005–2015.
  • IUATLD Symposium, sponsored by the Global Alliance for TB Drug Development
    (IUATLD, 30 October – 1 November 2004, Paris, France)

    For the first time in more than 40 years, there is a pipeline of promising drug candidates for TB, reflecting the leading role of the Global Alliance for TB Drug Development. This session will review recent progress in the field of TB and highlight several specific drug development programmes.
  • Global Alliance for TB Drug Development Annual Stakeholders Meeting
    (by invitation; 29 October 2004, Paris, France)

    Representatives of the TB Alliance Stakeholders Association will convene to review the latest advancements of the TB Alliance portfolio and discuss the policy developments shaping the registration and adoption of new drugs. In addition to sharing news and updates that inform the work of the TB Alliance, Stakeholders will elect new members and a new President.

Dr Ann Ginsberg named Head of Clinical Development – TB Alliance bolsters Research and Development team

The TB Alliance has announced the appointment of Dr Ann Ginsberg as Head of Clinical Development. A highly regarded TB expert, Dr Ginsberg has 15 years of experience with the National Institutes of Health (NIH), where she last served as Chief of Respiratory Diseases of the National Institute of Allergy and Infectious Diseases (NIAID), and 2 years at Merck, where she was most recently Director for Project Management. Intensified Support and Action Countries (ISAC) Initiative

ISAC is a special emergency initiative to accelerate DOTS expansion and reach the 2005 global TB targets and the 2015 MDGs. This special effort is in addition to the regular support to all 22 high -burden countries and other countries in need. The ISAC interventions will consist of intensified technical assistance, accelerated partnership building, in-country advocacy and social mobilization, and high-level political and advocacy missions. Seven countries have been identified for the first year of support and country plans have been developed.

Linking the public and private sectors

The second meeting of the Subgroup on Public–Private Mix for DOTS Expansion (PPM DOTS) was held on 3–5 February 2004 in New Delhi. The meeting reviewed global progress, identified enablers to scale up PPM DOTS in regions and countries, and assessed the impact of PPM on case detection so far. Delegates also examined strategies for approaching hospitals to support DOTS expansion, assessing training needs for PPM, and identifying key areas of work including equity in access to care.

Stop TB Working Group on TB/HIV

Interim Policy on Collaborative TB/HIV Activities

The Interim Policy gives guidance on what should be done in countries and clearly defines the activities that need to be carried out to address the intersecting epidemics of TB and HIV. The full document can be viewed at www.who.int/gtb/publications/tb_hiv/2004_330/pdf/interim_policy.pdf.

5th meeting of the TB/HIV Core Group, 2–3 February 2004

The Core Group of the TB/HIV Working Group held its fifth meeting at WHO HQ in Geneva on 2–3 February. The 21-member Group discussed progress made since the last meeting in September 2003, plans for 2004, and ways to speed up implementation of TB/HIV collaborative activities. It selected a Chairperson for the next three years.

4th meeting of the Global TB/HIV Working Group

The 4th meeting of the Global TB/HIV Working Group Meeting is scheduled for 20–21 September 2004 in Addis Ababa, Ethiopia. The objective of the meeting is to accelerate an effective joint TB/HIV response to the epidemic of HIV- associated TB in all affected countries by facilitating the sharing of information and experiences, networking, and strengthening the partnership of TB and HIV communities in a forum environment.

Stop TB Working Group on TB Vaccine Development

 The core group of the Vaccine Development Working Group held its annual meeting on 28 April in Alabang, Philippines, hosted by the Research Institute for Tropical Medicine.

The major message from the meeting was that three vaccine candidates are now at different stages of their clinical phase I (safety and early immunogenicity) evaluation in humans. Thus, the first milestone of the Working Group, i.e. completion of phase I clinical trials of at least three new vaccine candidates by the end of 2005, is likely to be reached by the end of 2004 or in early 2005. However, it was recognized that in order to sustain the momentum and reach the target of licensure of at least one vaccine by 2015, the Working Group will have to focus on issues such as resource mobilization, advocacy, economic modelling, identification of sites for efficacy trials, and standardization of assays/reagents.

Tim Cullinan , died May 25 2004: Gifted and generous doctor who devoted his life to the needy and underprivileged – Ronan Bennett, Wednesday 2 June 2004, The Guardian www.guardian.co.uk/obituaries/story/0,3604,1229331,00.html

“Professor Tim Cullinan, who has died of cancer aged 71, was a gifted doctor, inspirational teacher and pioneer of public health who, quietly and without fuss, dedicated his life to the care of the needy and underprivileged. He worked in London's East End, Kent, Uganda, Gambia, Tanzania, Malawi and, latterly, even when terminally ill, in Siberia, bringing with him wherever he went his exceptional organisational skills, unconventional but incisive thinking, dizzying energy and limitless, but understated, compassion. His work with the charity took him to Siberia and Georgia, where he was involved in anti-TB projects. Tim worked for Merlin, one of the Stop TB partner organizations.”

Centers for Disease Control and Prevention – call for submissions for late breaker session on TB at 35th IUATLD World Conference on Lung Health

The late-breaker session will consist of eight oral presentations of 10 minutes each, followed by 5 minutes of questions. The presentations will be selected from abstracts submitted to the late-breaker co-chairs by 30 July 2004. Individuals submitting abstracts will be notified of acceptance or rejection by 20 August 2004. A small number of travel grants are available for presenters of accepted abstracts who require funding to attend the conference.

National Institute for Public Health and the Environment (RIVM) – Health Franchise Initiative

RIVM and other partners have proposed a Health Franchise Initiative as a way of assuring quality TB care at private facilities. Currently, many TB patients in sub-Saharan Africa seek out private, rather than public, care. However, quality standards among private practitioners vary considerably. To address this challenge, a Health Franchise Initiative is being developed to engage the private sector in using the DOTS strategy and to provide ARVs and treatment of HIV stage 2 and 3 opportunistic infections.
