Grant Monitoring Agents
GDF's monitoring agents play an important role in the Grant Service process by performing desk audits of monitoring mission reports. This provides GDF with independent, transparent assessment and quality control feedback and facilitates the operations of the Technical Review Committee (TRC).
The role of the desk auditor is to review the monitoring mission report dossiers submitted through the GDF Secretariat by GDF independent consultants and:
- endorse that the information provided by the mission team fulfils the criteria for a 'Green Light', in which case GDF support can be continued without the need for TRC review, or
- identify where there is a need for TRC review before GDF support is continued, and
- provide recommendations to GDF as to whether the information provided is sufficient for the TRC to accurately assess whether the terms and conditions of GDF support (and other monitoring requirements) have been met, and
- where key information is lacking or unclear, identify the omissions and provide recommendations to the GDF Secretariat on what additional information should be obtained.
GDF's current monitoring agents, the Swiss Centre for International Health (SCIH) and the German Leprosy Relief Association (GLRA), were re-appointed through a competitive process in December 2010.
