RFP Number 4951 - The Global Drug Facility (GDF) wishes to arrange for the services of an Agency or Agencies to undertake independent Desk Audits assessment of mission reports from annual visits to GDF grant recipients and/or direct procurement clients.

Request for expressions of interest for manufacturers of second-line anti-TB drugs

The Global Drug Facility (GDF) is looking to increase the access to quality, affordably priced second-line anti-TB drugs to be supplied to Green Light Committee (GLC) approved programs. GDF in collaboration with the USP (United States Pharmacopeia) and USAID (US Agency for International Development) is interested to receive Expressions of Interest from manufacturers of second line anti-TB drugs who would benefit from receiving technical assistance to enable them to rapidly conform to WHO recommended standards.
Manufacturers for the following products are encouraged to submit their expression of interest to the Global Drug Facility for technical assistance: 1) Capreomycin 1 g, powder for injection, 2) Kanamycin 1 g, powder for injection; 3) Para-amino salicylic acid 4 g or its sodium salt 100 g, coated-granules.
Interested manufacturers should send a cover letter and the questionnaire below, duly completed, to the GDF before 29 October 2007 (17:00 Geneva, Switzerland).

GDF Seeks Nominations for its Business Advisory Committee

To ensure that the GDF continues to operate effectively as it takes on such new challenges, the GDF Business Advisory Committee (BAC) considers the complex set of business issues specifically relevant to GDF procurement operations and strategy implementation and makes recommendations to GDF and the Stop TB Partnership Coordinating Board.
GDF is currently seeking nominations for two new candidates to serve on the GDF BAC.
If you or someone you know would be a suitable candidate for the BAC, please submit your nomination to the GDF. Generally, candidates for the BAC should have significant expertise and relationships in one or more of the following fields: raw material manufacturing, pharmacy, product formulation for drugs and diagnostics, contract law, business development, competitive procurement processes, pricing and distribution. For this call, GDF is particularly interested in candidates with expertise in quality assurance including prequalification, regulatory law with an emphasis on drug registration, an understanding of market dynamics for second-line anti-TB drugs, or marketing and resource mobilization. Nominations should include a short cover letter explaining why the candidate would be a valuable contributor to the BAC, as well as a CV or resume for the candidate.

The 15th meeting of the GDF Technical Review Committee (TRC) was held on 27-29 March 2007 at WHO Headquarters in Geneva. The TRC is an independent body of international TB and drug management experts responsible for evaluating country applications to the GDF. GDF grants are for a three-year term of support, with annual reviews of the country's National TB Programme to approve the following year of support.
During the meeting TRC members considered applications for both adult and paediatric anti-TB drugs from 26 different countries. Of these applications, 22 were approved by the Stop TB Partnership Coordinating Board for new or continued support. To date, nearly 150 applications to the GDF have been approved. The next TRC meeting is planned for July 2007.

The Global Drug Facility (GDF) is currently seeking nominations of experts in tuberculosis (TB) control and drug management to join its Technical Review Committee (TRC). The GDF TRC is responsible for reviewing applications to GDF for grants of free anti-TB drugs, and advising the Stop TB Partnership on which grant applications to accept and the level and nature of the grant to provide.
If you or someone you know would be a suitable candidate for the TRC, please submit your nomination to GDF. Candidates for the TRC should have significant expertise and experience in one or more of the following fields: Clinical TB, TB Diagnostics, Drug management, Human Resource Management, International Development, International Financing for anti-TB Drugs, MDR/XDR TB, Paediatric TB, Procurement and Logistics, TB Epidemiology, TB Monitoring and Evaluation and TB/HIV.

New publication: "The Design and In-Country Evaluation of TB Diagnostic Laboratory Kits"

GDF and Management Sciences for Health have piloted and evaluated diagnostic laboratory kits for tuberculosis (TB) in three countries - The Republic of the Congo, Nigeria, and Tajikistan. The new publication "The Design and In-Country Evaluation of TB Diagnostic Laboratory Kits" describes the objectives of the evaluation, the methodology and process used and the findings of the evaluation and final recommendations.

The TRC is an independent body of international TB and drug management experts responsible for evaluating country applications to the GDF. GDF grants are for a three-year term of support, with annual reviews of the country's National TB Programme to approve the following year of support.
During the meeting TRC members considered applications for both adult and paediatric anti-TB drugs from 30 different countries. Of these 35 applications, 25 were approved by the Stop TB Partnership Coordinating Board for new or continued support. To date, more than 110 applications to the GDF have been approved. The next TRC meeting is planned for March 2007.

Islamic Republic of Afghanistan awards GDF for its support

The Islamic Republic of Afghanistan's Ministry of Public Health has issued formal thanks to the GDF for "the outstanding Technical, Financial and Logistical support of GDF to the National TB Control Program for expanding Quality DOTS services in Afghanistan". The GDF is grateful for this recognition and in turn thanks the Ministry of Public Health for its own commitment to national TB control.
Since 2003 the GDF has been providing assistance to the Islamic Republic of Afghanistan's Ministry of Public Health through both its Grant and Direct Procurement services. As recently as March 2006 the GDF Technical Review Committee approved the Islamic Republic of Afghanistan for a 3-year grant of anti-TB drugs, which should be sufficient to treat approximately 38,000 patients in the grant's first year.
A new, innovative financing initiative, "UNITAID", enables GDF to offer grants of paediatric anti-TB drugs

This year, France, Brazil, Chile, Norway and the United-Kingdom (Core Group), with the backing of several international organizations, NGOs and private foundations have decided to join forces to help scale up access to treatment for
HIV/AIDS, Malaria and Tuberculosis for the poor in developing countries - through lowering the price of drugs and diagnostics and accelerating the pace at which they are made available. To do this, the Core Group established an innovative financing initiative: UNITAID, which will offer a unique opportunity to provide long-term support, thanks to sustainable, predictable funding.
Recognizing the success and effectiveness of GDF in supplying quality, low-cost 1st line adult anti-TB drugs and related support to over 60 countries in the past 5 years, UNITAID has identified GDF as the Programmatic Partner to implement the procurement and supply of paediatric anti-TB drugs.
GDF and MSH Hold Drug Management Workshop During 37th International Union Against Tuberculosis and Lung Disease (The Union) Conference

The GDF and Management Sciences for Health will be holding a workshop on Wednesday 1 November, during the International Union Against Tuberculosis and Lung Disease (The Union) conference in Paris, France, entitled "Building capacity in pharmaceutical management for TB, MDR-TB and TB/HIV".
The workshop will focus on the following topics: Do TB Patient Kits produce better results? What is the best way to quantify needs and to order 1st line anti-TB medicines? Can there be a single TB and HIV medicines management system? What are the challenges to managing 2nd line ant-TB medicines? What are the pharmaceutical implications for introducing new TB treatment mechanisms?
The meeting will be highly interactive and offer a forum for participants to share their experiences and knowledge in the field, focusing on problems encountered and local solutions that have been found.
We encourage NTP staff, key partners and GDF consultants to attend. The workshop is open to all interested conference participants.

Request for Proposals for 2nd Line anti-TB Drugs Procurement Agent(s)

The Global Drug Facility (GDF), an initiative of the Global Partnership to Stop TB housed and administered by the World Health Organization (WHO), is searching for qualified procurement agent(s) to conduct competitive processes, negotiate preferential prices for, and undertake the purchase of certain specified second line anti-TB drugs from a specified number of suppliers for delivery to specified institutions conducting Green Light Committee (GLC)-approved projects. The second line anti-TB drugs to be procured are expected to have a value of up to US$ 5 million per annum.
The initial contract will be for a period of 24 months, with the option of a further extension of 12 months.

GDF Selects New Procurement Agent for 1st Line Anti-TB Drugs

In order to ensure that it continues to deliver the most efficient and cost-effective procurement services the Stop TB Global Drug Facility (GDF), conducts a competitive selection process for the identification of its procurement agents every 2 to 3 years.
To this end, between February and June 2006, GDF conducted a competitive selection process which resulted in the selection of the German Organization for Technical Cooperation (GTZ) as the GDF procurement agent for the period 2006 - 2008, for first-line anti-TB drugs and related supplies.
GTZ is an international cooperation agency for sustainable development with worldwide operations including procurement of medicines to combat priority communicable diseases such as Tuberculosis and HIV/AIDS. It provides solutions for political, economic, ecological and social development, and promotes complex reforms and change processes, often working under difficult conditions.
The GDF would like to extend its thanks to its former procurement agent, UNDP/IAPSO, for its excellent performance. In its first five years of operation, the GDF committed more than 7 million high-quality patient treatments for countries urgently in need. During that time, UNDP/IAPSO stood out for its work in efficiently coordinating the manufacture, inspection and delivery of nearly every batch of GDF drugs. In addition, UNDP/IAPSO operated as a first level of support to countries procuring drugs through the GDF - giving them the tools needed to place and track the progress of their orders through the Internet.
Countries that are currently anticipating the arrival of GDF drug orders placed with UNDP/IAPSO can expect the same excellent service through to delivery. New GDF drug orders, however, will be managed by GTZ. GDF clients will be informed, during the transitional period of the next few months, of which agent is coordinating the delivery of their order.
GDF to co-host drug management workshops in Cotonou, Benin

In August 2006, two drug management workshops will be held for consultants and national tuberculosis (TB) programme (NTP) managers working in francophone Africa. The workshops, to be co-hosted by the GDF and Management Sciences for Health's (MSH) Rational Pharmaceutical Management Plus Programme, will take place in Cotonou, Benin from 7-11 August 2006 and from 14-18 August 2006.
The first workshop aims to train regionally based drug management experts in the specifics of conducting monitoring missions for GDF. The second workshop aims to strengthen the TB pharmaceutical management capacity of NTP managers in francophone Africa. More

Canada Marks World TB Day With Continued Support to Global Drug Facility

Ottawa, Canada - On World Tuberculosis (TB) Day 2006, the Honourable Josée Verner, Minister of International Cooperation announced that the Canadian International Development Agency (CIDA) will provide $20 million this year in additional support to the fight against TB. The funding will provide effective anti-tuberculosis drugs in low-income countries with a high prevalence of the disease, and those affected by humanitarian crises.

The Global Drug Facility (GDF), already a source for many of the anti-tuberculosis drugs and commodities needed by countries, is expanding its catalogue in 2006 to include second-line anti-TB drugs -- the drugs needed to treat multidrug-resistant TB (MDR-TB). This expansion is being affected through the GDF convergence with the Green Light Committee (GLC).

The Global TB Drug Facility (GDF), housed within the World Health Organization, is seeking qualified procurement agents to manage the purchase of first-line anti-Tuberculosis (TB) drugs and related supplies from an existing pool of suppliers for delivery to GDF customers around the world. The anti-TB drugs and related supplies are expected to have a value of approximately US$40 million per annum and will be financed through the GDF. Launch of Global Plan to Stop TB on 27 January 2006

The Global Plan to Stop TB, 2006-2015 was launched on 27 January 2006 at a series of media events around the world featuring a number of high-profile individuals dedicated to a TB-free world. The Global Plan is a comprehensive assessment of the action and resources needed to implement the Stop TB strategy, to make an impact on the global TB burden, and to reach the Stop TB Partnership's goals for 2015.
GDF Co-hosts drug management workshop
January, 2006
In January 2006 a drug management workshop will be held for consultants working in the Central Asian Republics. The workshop, to be co-hosted by GDF, John Snow Incorporated and Project Hope, will take place from 28 January - 3 February in Almaty, Kazakhstan. The objective of the training workshop is to prepare regionally based consultants for drug management of anti-tuberculosis medications. Workshop participants from GDF partner organizations will commit to conducting 1-3 GDF monitoring missions a year.
GDF conducts technical assistance and monitoring survey

The GDF is currently finalizing the results of a technical assistance and monitoring survey conducted between April and June 2005.The survey assessed the outcomes and perceptions of current GDF monitoring activities and gaps in national procurement systems that continue to challenge NTPs.

Results of the 12th Round of Applications to the GDF

The 12th meeting of the GDF Technical Review Committee (TRC) was held on 15-18 August 2005 at WHO Headquarters in Geneva. The TRC is an independent body of international TB and drug management experts responsible for evaluating country applications to the GDF. GDF grants are for a three-year term of support, with annual reviews of the country's National TB Programme to approve the following year of support.
On the first day, the TRC Steering Committee drafted recommendations on various GDF issues such as the potential development of a Technical Assistance service line and 2nd term monitoring checklists. Subsequently, the TRC considered applications from 10 different countries. Of these 10 applications reviewed, 8 were approved for new or continued support. To date, the TRC has approved more than 80 applications to the GDF. The next TRC meeting is planned for end 2005 or early 2006.

Emergency response in Pakistan
October 2005
In response to the earthquake (7.6 magnitude) that struck north-east of Islamabad, Pakistani Kashmir, on 8 October 2005, the GDF has provided an emergency grant of much needed anti-TB drugs to Pakistan. The drugs will help replenish stocks lost and damaged during the earthquake.

GDF "Sustaining the Gains" Strategy Now Available

The GDF is delighted to announce the publication of its "Sustaining the gains" strategy, which describes how the GDF encourages countries to take increasing responsibility to fund their TB control programmes while maintaining uninterrupted access to standardized, quality and competitively priced anti-TB drugs -- thus ensuring that any "gains" made through GDF grants are secured.

Representatives from pharmaceutical manufacturers across central Europe gathered in the Ukrainian capital in October 2005 for a workshop meant to increase the supply of anti-TB drugs that meet that meet the World Health Organization's quality, safety and efficacy standards.

GDF and MSH Hold Drug Management Workshop During 36th International Union Against Tuberculosis and Lung Disease (The Union) Conference

The GDF and Management Sciences for Health will be holding a workshop on Wednesday 19 October, during the International Union Against Tuberculosis and Lung Disease (The Union) conference entitled "Strengthening Medicine Supply in National TB Programmes: Practical Guidelines and Tools". The agenda will include the following topics of discussion: TB medicine selection, TB medicine quantification, procurement of TB medicine and commodities, distribution of TB medicines and commodities, rational use of TB medicines and commodities, TB pharmaceutical management support, operations research in TB pharmaceutical management and a GDF consultants meeting.
As part of the programme, the objective of the 2 hour afternoon consultants' meeting, will be to present and discuss various issues regarding GDF and its in-country missions. We encourage NTP Programmes, key partners and GDF consultants to attend. The workshop is open to all interested conference participants.

GDF Drug Management Workshops
October 2005
In November 2005 a drug management workshops for consultants will take place. Hosted by GDF and Management Sciences for Health (MSH) the workshop is for the South East Asia and Western Pacific regions to be held 7-11 November in Hanoi, Viet Nam. The objective of the training workshops is to prepare regionally based consultants in the area of drug management. Participants from GDF Partner organizations, will commit to 1-3 GDF missions a year.
Announcement of 12th Round of Applications to the Global Drug Facility

The twelfth round of applications to the Global TB Drug Facility (GDF) is now open and the GDF Secretariat is accepting applications from Governments and non-Government organizations for free grants of first line anti-tuberculosis drugs. The closing date for receipt of applications is 15 July 2005.

GDF Releases Updated Products and Prices Catalogue

As a result of the GDF tender for 1st line anti-TB drugs, the list of GDF products and their prices has changed. The GDF has now published a revised catalogue of GDF products and prices which describes these products, their composition and their cost when ordered through the GDF.

GDF Announces Results of New Tender

Responding to changes in the TB drug market, especially price increases and bottlenecks in the supply of key active pharmaceutical ingredients for first-line TB drugs, the GDF issued a new tender for drug manufacturers in March this year. A briefing note presenting the tender outcomes and implications is now available. Also included in this document are GDF's new 2005 product catalogue and a comparative price trend summary for internationally supplied first line TB drugs from 2001-2005.

GDF to Assess Future of Direct Procurement
May, 2005
During its April meeting, the Technical Review Committee (TRC) adopted a plan to assess the future need for Direct Procurement (DP) services in those countries hardest hit by TB. It agreed to the demand assessment during its April meeting in response to increasing requests from countries for the service. Findings from the assessment will be presented to the Coordinating Board of the Stop TB Partnership during its meeting in November 2005.

GDF Tender

A briefing note presenting the tender outcomes and implications is now available. Also included in this document are GDF's new 2005 product catalogue and a comparative price trend summary for internationally supplied first line TB drugs from 2001-2005.
The outcomes of the GDF tender will allow continued access to low-cost, high-quality drugs for all GDF clients and reflect how GDF’s proactive stance enables it to respond quickly and efficiently to market dynamics. In the months ahead the GDF will focus on implementing the outcomes of this tender so as to realize its full benefit. It will do this within the broader context of its supply mandate of ensuring that affordable, quality TB drugs are bundled with the technical assistance and drug management support of Stop TB partners that are so critical to their effective use.

Kosovo: From Port to Patient

Ferizaj, Kosovo - The patients arrive in the morning, before the town of Ferizaj shuffles awake. They come every workday, from both down the road and across uneven fields, to the only TB dispensary in the area: a one-story building that lost its roof and its windows to the war. Some have come alone; others have children waiting outside. Many have nowhere else to be in a province where up to half of the population is unemployed. And as store fronts open in the town that had one of the higher TB rates in Kosovo in 2002, one by one the patients are called to take their medicine.

Results of the 11th Round of Applications to the GDF
April, 2005
The 11th meeting of the GDF TRC took place on 12 - 14 April 2005. The TRC, an independent body of international TB and drug management experts responsible for reviewing country applications to the GDF, considered applications from 11 countries during the meeting. Of the 11 applications reviewed, 7 were approved for new or continued support. To date, the TRC has approved more than 75 applications to the GDF. GDF grants are for a three-year term of support, with annual reviews to approve each year of support. The next TRC meeting is planned for mid-August of 2005.

Canada helps to defeat global tuberculosis epidemic

Ottawa - Today, on the eve of World Tuberculosis Day, the Honourable Aileen Carroll, Minister of International Cooperation, announced that the Canadian International Development Agency (CIDA) will provide $38 million this year in additional support to the fight against tuberculosis (TB).
150,000 GDF Patient Kits Arrive in Indonesia
02 February 2005
Jakarta, Indonesia--The first shipment of 150,000 GDF patient kits valued at an estimated US$1.5 million was received by the Indonesian National TB Control Program and delivered to the Central Medical Stores, Jakarta, Indonesia on 02 February 2005. Funded by a grant from the Global Fund for AIDS, TB and Malaria (GFATM), the shipment represents the first delivery of a GDF direct procurement order financed via the GFATM. Each kit contains a complete course of treatment using fixed-dose combination first line TB drugs, packaged in a patient-friendly box. A second order for an additional 162,000 patient kits valued at US$2 million is expected to be delivered later this year. Click here for more information on the GDF Kits

Third Edition of Pre-Qualified Manufacturers

The GDF is delighted to announce the publication of the third edition of its list of pre-qualified manufacturers. (updated January 2005)
The list has been developed as a result of the Procurement, Quality and Sourcing Project: Access to Anti-Tuberculosis Drugs of Acceptable Quality, which was initiated in 2002 by the GDF in conjunction with WHO Department for Essential Drugs and Medicines Policy/Quality Assurance and Safety: Medicines (EDM/QSM).
Those manufacturers listed will be eligible to participate in the next GDF tender for anti TB drugs.
